PSE's Corporate Shared Services team is looking for qualified candidates to fill an open Facilities Project Manager II position!

Job Description

The Facilities Project Manager II will be responsible for managing scope, schedule, and budget for projects/portfolios of projects, with minimal supervision that carry medium risk and financial impact. This role will work closely with internal partners while also managing vendors throughout projects/service execution. Projects may involve multiple agencies, provate sector businesses, and special interest groups. This position develops and manages facility projects, both renovation and new construction, to support PSE's facilities-capital program. This individual will be responsible for initiating projects, including internal and external stakeholder commitments, demonstrations of business needs, and project feasibility. Additionally, this role leads project teams to identify time frames, methods for accomplishing projects, and allotments of available resources to various phases of the projects. They work with stakeholders throughout project lifecycles to confirm design requirements, develop contractor statements of work, bid dicuments, and coordinate estmates. This role also conducts field inspections to collect data, verify existing/actual conditions, and monitor conformance with plans/specifications.

 

The Facilities Maintenance Project Manager II upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities, as well as promotes and supports a culture of total safety.

This job is considered “safety sensitive” as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

  • Assembles and leads multi-disciplinary project teams. Identifies the scope of an assigned project and decides logical action to meet project requirements and deadlines.
  • Communicates and manages the customer relationship as the primary point of contact.
  • Accurately identifies customer needs, sets reasonable expectations, identifies potential issues, and shares alternatives.
  • Performs effective upfront project planning and advocacy of PSE's operational objectives to minimize costs and change orders, identifies risks, and maximizes efficiency through negotiation and conflict resolution.
  • Drafts Requests for Proposals (RFPs) and develops the scope of work. Negotiates contracts, selects consultants, and administers contracs for consulting architects, engineers, contractors, and project management resources. Conducts all necessary meetings to procure design and construction services.
  • Assists with project financial reports and accounting. Prepares project budgets and assists with budget development. Prepares status/forecast reports on-time with supporting conclusions and recommendations.
  • Creates presentation material. Communicates technical information clearly and concisely to non-technical audiences, sometimes in public settings.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education and/or work experience.
  • At least four years relevant work experience including managing simple projects.
  • Demonstrated strong written and verbal communications skills and ability to work as part of a team.
  • Basic knowledge and experience in scheduling, estimating, accounting and finance principles.
  • Basic knowledge in project management discipline to effectively arrange resources and manage multiple simple to medium complexity projects in a cross-functional environment.
  • Customer-oriented, a positive, team-oriented and collaborative attitude, flexibility, an understanding of the business issues driving the need for the project, and solid work ethic are expected.

Desired Qualifications

  • Bachelor’s Degree in Engineering, Project Management or related discipline.
  • Experience managing small projects or programs.
  • Strong communication and presentation skills and techniques to bring about agreement between divergent points of view. Ability to write clear, concise and direct narrative and reports.
  • Strong analytical, problem-solving and conceptual skills for single of multiple technical areas.
  • Negotiating and critical thinking skills.
  • Knowledge of utility methods, techniques and procedures involved in budgeting, procurement and contract administration.
  • Advanced Project Management Training and Project Management or Construction Management Certification from an accredited institution (PMI or College).

The pay range for this position is $79,200.00 - $131,700.00, and this position is eligible for annual goals based incentive bonuses.
