Job Description

PSE is seeking a Consulting Engineer to join our Vegetation Management team under Asset Management. The Senior Project Manager will be responsible for developing and implementing reliability improvement programs with a specific focus on vegetation related outages.  Responsibilities will include but not be limited to:

  • Development of business cases for vegetation specific reliability programs to be used in regulatory proceedings
  • Execution of vegetation specific reliability programs including initial scope development, budgeting and implementation
  • Incorporating new technologies such as Artificial Intelligence and Machine Learning, which will also require incorporation of various work management systems and/or data gathering applications
  • Collecting and reporting of benefits data, Key Performance Indicators, or other performance metrics for use in regulatory proceedings

Consulting Engineer direct and control projects that may require gaining the cooperation of multiple governmental or community based organizations.  Projects may involve multiple and dissimilar functions and impact a large geographical or regional area.  


Projects at this level are often high risk and address the combined interests and missions of PSE, State, County and municipal organizations, special interest groups and various communities.  


Initiates project, including internal and external stakeholder commitments, demonstration of business need and project feasibility. Leads project teams to identify time frame, methods for accomplishing the project, and allotment of available resources to various phases of the project.  Works with stakeholders to develop contractor statements of work, bid documents, and coordination of estimates.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Develops and maintain remote sensing program (or other means of data capture) to ensure active visibility of the state of vegetation growth on the transmission and distribution system. This visibility will guide investment plans and annual project release schedules for vegetation maintenance work.
  • Leads vegetation management performance assessment and reporting requirements for compliance, work completion and oversight (e.g. performance metric dashboards, and program progress monitoring).
  • Interprets complex CAD models and isoline diagrams, paired with vegetation growth modelling to identify and prioritize the large scale vegetation management effort in partnership with asset planning, engineering and operations.
  • Leads cross-business engagement to develop vegetation management data metrics strategies.
  • Leads Asset Planning’s continuous improvement initiatives using data analytics to improve work planning and execution processes with other teams across PSE with respect to gaining whole view visibility to vegetation effort and subsequent delivery plans.
  • Prepares complex engineering plans, designs, specifications, standards, evaluations and studies utilizing specialized analytical skills.
  • Responsible for solving unique problems using advanced analytical techniques.
  • Communicates solutions to personnel possessing a wide variety of educational and employment backgrounds, including in public forums in both verbal and written forms.
  • Ensures compliance with codes, standards, and design, operation, and maintenance requirements.
  • Identifies potential areas of weakness with team’s work, and initiates corrective action.
  • Documents and shares work with others to strengthen the depth and breadth of skills within PSE’s engineering workforce.
  • Provides technical leadership to others in the department and throughout the company.
  • Ensures that problem solutions are tailored to PSE’s business environment.
  • Maintains knowledge of industry developments and best practices and their application at PSE to further business objectives.
  • Coordinate and review the work of engineers, engineering assistants, field technicians, and others who assist in specific assignments (including contractors/consultants).  
  • Plans and schedules engineering resources to meet department needs.
  • Develops and executes department strategy to support overall business objectives.
  • Supports emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor of Science degree or PE license in electrical, mechanical, civil or other appropriate engineering field.
  • Extensive experience in planning, design, specification preparation, maintenance, project cost estimating and scheduling (typically achieved after 10 or more years practice as a degreed engineer).  Years of acquired experience is provided as a guide and alone does not constitute readiness for job level as individual’s skill acquisition rates can vary significantly.
  • Advanced technical and scientific expertise.
  • Experience leading engineering projects.
  • Strong interpersonal and communication skills.
  • Ability to work effectively and collaborate with a wide range of internal and external customers.

Desired Qualifications

  • Bachelor's or Associates degree in Forestry, Environmental Science, or related discipline a plus.
  • Certification as an ISA Arborist, Registered Forester, or other related certificates/licenses.
  • Certified Tree Safety Professionals (CTSP).
  • Registered Professional Foresters
  • Project Management Professionals (PMP)
  • Experience working within the utility industry.
  • Experience working on complex engineering projects.
