PSE's Generation & Natural Gas Storage team is looking for qualified candidates to fill an open Renewable Energy Program Manager - Beaver Creek Wind Facility position!

Job Description

The Program Manager Position will be based at our Beaver Creek Wind Facility located outside of Columbus, Montana in Stillwater County. The Program Manager works directly under the Plant Manager and provides assistance, support and mentorship to the Project Coordinator. 

 
This position provides direct support to the Plant Manager in overseeing and managing the wind facility’s daily operations. Responsibilities include active fieldwork, work planning, scheduling, procedures & practices to ensure the reliable operation and maintenance of all site assets—including wind turbines, roads, padmount transformers, fencing, transmission and underground collector system, communication systems, radio tower, meteorological system, SCADA system and substation. Provide assistance to the Generation Group with development and execution of strategies to promote compliance with established or anticipated regulatory requirements and/or industry best practices for operations, training and procedural documentation initiatives. Interfaces with appropriate internal departments, contractors and regulatory agencies to facilitate operations and maintenance compliance strategies and practices. Please note this role includes climbing wind turbines > 300 feet in severe hot and cold weather conditions.


Upholds the safety compliance standards inherent in PSE, OSHA, and Montana State Labor & Industry requirements and operating and/or field procedures related to work responsibilities. Leads, promotes and supports a culture of total safety.

This job is considered “safety sensitive” as defined in Washington State RCW 49.44.240 and is subject to pre-employment drug screening that includes, but is not limited to, screening for the presence of marijuana and marijuana metabolites. 

Job Responsibilities

  • Responsible to lead an interdisciplinary team of PSE employees, service providers and/or contractors to manage inventory, assign responsibilities, and track progress on operational projects. 
  • Provides regular status updates to the Manager, Energy Resource Compliance and/or other Beaver Creek staff as appropriate.
  • Perform Quality Assurance and Quality Control equipment inspections, maintain accurate documentation and operational procedures. Prepare clear, concise reports for management and stakeholders.  
  • Write new procedures for operations and maintenance activities.
  • Routinely climb wind turbine generators in inclement weather conditions (working at heights).
  • Learn and proficiently operate software systems for tracking, reporting, and analysis. 
  • Participate in planned and unplanned outage response, troubleshooting issues and communicating repairs and/or status updates to management.
  • Interfacing between Beaver Creek and the local community, assisting corporate communications with developing and/or delivering messaging.
  • Works cooperatively with PSE staff which may include assigned Project or Site Construction Manager, Plant Manager, and/or PSE’s local Customer Relations Manager.
  • Build strong working relationships by collaborating with service providers and contractors, ensuring thorough understanding and adherence to all Operation and Maintenance agreements.
  • Build executable scopes of work utilizing PSE technical teams, service provider and/or contractor input.
  • Able to read schematics and blueprints.
  • Develop comprehensive site staff work plans that integrate compliance-related tasks to ensure full regulatory, operational and maintenance compliance. 
  • Complete daily and weekly reporting to Renewable and Generation groups. 
  • Assists in the development of safety, training, operations and/or emergency preparedness plans. 
  • Supports on-site Safety Committee and ensures its effectiveness for staff, contractors and consultants. 
  • Support employee training programs; may conduct “train-the-trainer” sessions to certify staff.
  • Performs other duties as assigned.

Minimum Qualifications

  • BS/BA or advanced degree in Science/Business/Engineering or related field or equivalent experience.
  • Four (4) years of experience in renewable energy and/or generation experience, project management, construction management, or quality assurance.
  • Understanding of construction, operations and maintenance, environmental, safety, utility and renewable energy industry practices, regulatory changes and, societal trends as they may impact one of the Energy Resources Group Assets compliance policy and conduct.
  • Demonstrated capability in leadership, team building, and establishing long-term relationships with regulatory agency contacts.
  • Ability to work at heights and during inclement weather.
  • Proficient with suite of word processing, presentation and spreadsheet applications.

  • Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractors, regulators and other industry participants.
  • Ability to operate in a remote office with minimal supervision
  • Excellent written and verbal communication skills.
  • Strong planning and organizational abilities.
  • Experience, knowledge and skills working on or around industrial machinery.

The pay range for this position is $79,200.00 - $131,700.00, and this position is eligible for annual goals based incentive bonuses.
