PSE's Electric Operations team is looking for qualified candidates to fill an open Senior Outage Management System Support Analyst position!

Job Description

Responsible for providing a lead role in supporting the verification of data flows between the OMS-DMS (Outage Management System-Distribution Management System), supporting system integrity and review request for configuration changes that affect data flows between the OMS-DMS ensuring adequate distribution of electricity to meet power demands.  Assists with simulator and scenarios required for the system operations training program.  Researchs and analyzes available data and recommends and/or implements appropriate actions to achieve results.  Performs complex data analysis and modeling of load flow based on system outages, demand, and alarms.

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities
  • Provides lead support in reviewing, updating, and modifying data between EO (Electric Office), PowerOn and GENe systems.
    • Creates reviews and modifies schematics of the network electrical management (NEM) system.
    • Processes notifications on status changes between the systems, substation internals.
    • Reviews and approves request for configuration changes and assists in the configuration of EO.
    • Provides system administration, including designing and configuring operational rules.
    • Schedules end-to-end connectivity between Supervisory Control and Data Acquisition (SCADA) points and Distribution Management System (DMS) testing.
    • Performs high-level load flow analysis and estimates related to decisions on switching lines, controlling equipment and devices, and customer loads.
    • Handles complex problems related to system issues and data inconsistencies.
    • Performs real time redline NEM functions for system operations.
    • Designs and performs overall system testing.
    • Uses programming and network analysis skills to provide system enhancements.
    • Facilitates the use of systems through report generation, problem resolution, and extraction of data.
  • Responsible to coordinate with IT and other departments in the implementation and testing of system upgrades, enhancements, and security.
  • Modifies EO to reflect substation displays after construction is completed, maintains internal views for substations.
  • Provides substations field investigations to resolve conflicts.
  • Installs data points for substation internals.
  • Provides OMS-DMS support to system operations.
  • Identifies and resolves missing and conflicting data that is required for OMS-DMS from EO.
  • Verifies EO upload to OMS-DMS and approves changes.
  • Verifies end to end connectivity between SCADA points and DMS.
  • Verifies SCADA points association.
  • Assists in managing configuration with OMS-DMS.
  • Retrieves, researches, analyzes and interprets EO, maps, as-builts, records, and engineering documents.
  • Provides an experienced training resource for the department and other areas, and takes the lead on process improvements and project managemen related to OMS-DMS support.
  • Assists with storm related updates to EO.
  • On call 24 x 7 for emergency responsibilities and system support.
  • Works staggered work schedule to ensure availability of real-time network electrical model and control system.
  • Performs other duties as assigned.
Minimum Qualifications
  • Associate’s degree in engineering field or related, or equivalent combination of training and/or work experience may substitute.
  • 5 years experience in Geographic Information System (GIS) and/or Outage Management System (OMS).
  • Working knowledge of the following:
    • Network modeling
    • Functional operations of system operations activities
    • SAP plant maintenance
    • SCADA/DMS systems
    • Electrical engineering designs and specifications.
  • Experience in mapping electric distribution systems and substation configurations.
  • Understanding of electric distribution system configurations.
  • Experience with MS Office.
Desired Qualifications
  • Working knowledge of electric utility construction standards.
  • Working knowledge of electric utility systems – OMS, DMS and GIS.
