PSE's IT Infrastructure team is looking for qualified candidates to fill an open Mgr Information Technology (M2) position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

  • Works under general direction of senior management to plan, organize and direct work related to assigned IT segment or area. (selection of segment/technology required)
  • Manages team of IT employees, many of whom will have significant latitude and independence. May also manage lower-level managers and contractors.
  • Accountable for managing teams with responsibility for performance evaluation, salary review and hire/fire decisions.
  • Provides leadership to the IT staff including career development, performance coaching, administration, technical guidance, recruitment and budgetary management
  • Responsible for the end-to-end design, development and maintenance of systems and services enterprise wide or in a designated business unit.
  • Implements organization strategies and operational objectives through the effective direction and management of resources.
  • Facilitates creation of team environment through communication, setting objectives and coordinating individual and team assignments.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
  • Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct.  Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities

  • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings. No preference which category it goes in, but probably only need to say it once.
  • Sets clear expectations and holds employees accountable for performance as well as goals/targets where applicable.
  • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
  • Challenges and inspires employees to achieve business results. Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
  • Conducts and ensures the completion of performance review.
  • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Evaluates and verifies employee performance through the review of work on basis of meeting established objectives and work methods. Holds employees accountable for meeting assigned objectives in accordance with expected timelines and budgets.
  • Participates in development of 0-24 month strategic plans for assigned IT segment or area.
  • Maintains a thorough knowledge of the IT discipline. Cultivates, disseminates and enforces policies, procedures and standards for the team.
  • Works closely with customers and colleagues to identify and maximize opportunities to use technology to improve business processes and support critical business strategies, and promote the strategic use of standard and new technologies.
  • Continually reviews current IT responsibilities against corporate needs to identify areas where technology can resolve current business problems by the evaluation, integration, implementation and support of such technology and by providing and maintaining a documented set of technology standards (hardware and software) for corporate use within a discrete area of responsibility and one or more technology domains.

Additional Responsibilities

  • Responsible for design, deployment, and support of infrastructure security systems including both local and disaster recovery.  
  • Leads the team responsible for the design, implementation and continuous service improvement of PSE’s security infrastructure environment.
  • Manages all aspects of security infrastructure from analysis design, development, installation, maintenance and enhancement to meet company-wide infrastructure requirements.
  • Oversees the adherence of maintenance and performance standards of security infrastructure hardware and systems.
  • Prepares and maintains up-to-date documentation for internal and external customers, detailing configuration of deployed solutions.
  • Ensures that systems developed in support of the security infrastructure environment are deployed/customized in a way that is in compliance with PSE architectural standards and established methodologies and practices.
  • Manages tuning of security infrastructure environment and makes recommendations to IT senior management on the design and use of infrastructure to help ensure optimum use of all resources. 
  • Participates in the Change Advisory Board to review the impact of proposed business and infrastructure changes on the capacity, availability and service continuity plans.
  • Advises others on security infrastructure and administrative policies and procedures, technical problems, priorities and methods.
  • Works proactively with internal security and compliance organizations to develop infrastructure security strategy and ensure compliance objectives are met.
  • Drives continual improvement and innovation in the management of infrastructure security compliance controls and processes. 
  • May lead infrastructure security focused projects from inception to completion.
  • Creates mechanisms to improve the efficiency of audit related activities. 
  • Stays current on emerging security threats, vulnerabilities and controls, driving appropriate action when necessary
  • Responsible for managing and overseeing strategic planning relating to security infrastructure services.

Minimum Qualifications

  • Bachelor’s degree in Computer Science or related discipline, or equivalent work experience.
  • Strong technical knowledge, with hands-on experience managing security infrastructure environments; knowledge of relevant technologies and tools applicable to assigned area(s).
  • 5 years experience with security infrastructure technologies including firewalls, VPN, Virtual Desktop, security monitoring applications.
  • 3 years experience managing internal and external audits/reviews of compliance programs and experience working with auditors.
  • Good working knowledge of Internet firewall implementation, management and support.
  • Strong knowledge of security network protocols.

Desired Qualifications

  • Prior experience with NERC/CIP compliance requirements.
  • A strong background in IT infrastructure and technology deployment.
  • Detailed knowledge of system security vulnerabilities and remediation techniques, including penetration testing and the development of exploits.
  • Experience in design and delivery of enterprise-level security programs.
  • Skilled in vulnerability management, business risk analysis and making complex business/risk trade-off recommendations and decisions.
  • Technical knowledge in security engineering, system and network security, authentication and security. 
  • Highly desired certifications for this position include:
    • Certified Information Security Manager (CISM)
    • Certified Information Systems Auditor (CISA)
    • Certified Information Systems Security Professional (CISSP)
    • Certified Network Security Professional (CNSP)
    • Certified Protection Professional (CPP)
    • Check Point Certified Security Expert (CCSE)
    • Cisco Certified Security Professional (CCSP)
    • CyberSecurity Forensic Analyst.
