Job Description

Puget Sound Energy’s Energy Management Systems Department is looking for an Application Configuration Analyst to join our team, as a Compliance and Security focal point.


Want to help us secure the grid and operate in compliance with Federal standards, to avoid operational incidents? Be the focal point between Electric/Gas SCADA Control system analysts and their peers in Security & Risk as well as Infrastructure, to thread the needle between policy and implementation constraints? The first challenge is to get our NERC CIP patching to be reliable, timely, and non-intrusive to 7x24 operations. Then, it’s making sure we meet the full range of our compliance obligations (FERC SoC, NERC CIP/BAL/TOP/ERO/COM/etc, and PHMSA CRM). Finally, it’s about helping us stay ahead of the security “arms race”. There’s always a lot to do.


We need someone who can help deliver creative, cost-effective, capable, and usable solutions. This new position requires strong knowledge of cyber security techniques, operating systems, networking, and NERC/FERC/PHMSA compliance requirements. The ideal candidate will be experienced with implementation of cyber security and compliance controls, and can tie all this together from an application perspective. No prior EMS or Gas SCADA experience is required - you can learn that from your new teammates!

Job Responsibilities
  • Diagnoses problems, develops and implements (specialized technical requirements as shown in technical addendum) environment solutions without oversight from Sr. Configurators. 
  • Solid understanding of relevant business processes so that they can be modeled in internal systems.
  • Configures moderately complex application components (analysis, design, development and implementation of solutions) based on functional requirements without supervision in the (specialized technical requirements as shown in technical addendum) environment. 
  • Provides necessary coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Responsible for defining scope and process to gather/establish business requirements of new developments to meet changing business needs.
  • Establishes and manages project plans.
  • Assists (specialized technical requirements as shown in technical addendum) project manager in scheduling and budget tasks.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Specifies and apples testing and quality monitoring procedures.
  • Provides necessary coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Has deep knowledge in at least one (specialized technical requirements as shown in technical addendum) functional module and working knowledge in other modules.  Resolves moderately complex production issues.
  • Helps organize user training programs.
  • Understands and helps implement the overall IT strategy via direct experience in tactical projects and specific user requirements.
  • Understands the annual and 5-year capital IT budgets.
  • Participant in project initiation and defines high-level requirements.
  • Is responsible for the identification and resolution of gaps in the business processes. Is involved in security/authorization set-up, user documentation, data interface design, data migration and reconciliation.
  • Writes functional requirements, develops test plans, and works with production issues.
  • Understands and follows project and software development methodologies and processes and may assist in aligning the process with project needs.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree and 2 years of experience in related field or equivalent combination of education and/or experience.
  • Demonstrated experience in at least one (specialized technical requirements as shown in technical addendum) functional module with knowledge of other modules and can resolve moderately complex production issues.
  • General IT experience: 3 or more years IT experience, including systems development experience in the design and development of department-wide or enterprise-wide applications.  
  • Advanced knowledge of Microsoft Office.
  • Demonstrated experience in defining scope and requirements of new developments to meet changing business requirements.
  • Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools.
  • Ability to facilitate interactive design and functional specification sessions.
  • Strong analytical problem-solving and conceptual skills.
  • Must be a “team player” able to work with management in developing and implementing new processes and enabling systems.  Able to work with end user groups to define application needs and identify feasible solutions.
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with all levels of the organization, both technical and non-technical.
Desired Qualifications
  • Experience with High Availability applications, especially in an OT environment
  • Experience with VMware vCenter for basic VM console access and management
  • Familiarity with NERC CIP requirements and associated cyber security controls
  • Certified Information Systems Auditor (CISA) or other security-related certifications
