PSE's Project Delivery team is looking for qualified candidates to fill an open Senior Restoration Specialist position!

Job Description

The Senior Restoration Specialist manages all hard surface restoration requirements resulting from PSE construction activities. The Senior Restoration Specialist monitors the work of restoration specialists, prioritizes and assigns work to Restoration Service Providers to facilitate the complete and final construction work performed by PSE and its Utility Service Providers within public and private Rights of Way.  The Senior Restoration Specialist manages the negotiation and resolution of restoration related conflicts and issues between PSE, the Restoration Service Provider and jurisdictions, typically associated with large, complex utility installations in larger, more politically complex jurisdictions. This role requires significant knowledge and extensive expertise related to Street Use and Right of Way permits, complex traffic control plans and complex paving request documentation to ensure completeness and accuracy for Restoration Service Provider to complete the work to the satisfaction of the permitting authority and/or property owner. The position requires in depth expertise and knowledge of standard and complex utility construction methods, as well as complex paving designs and enhanced restoration plans and the ability to resolve complex problems involving multiple parties.  The position leads and directs the coordination and resolution of issues and questions between jurisdictions, restoration service provider, utility service providers and PSE project managers.

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

 

This job is held by one incumbent and acts as a lead restoration specialist for the department.

Job Responsibilities

  • Leads and directs the processing of all restoration requests in their assigned jurisdictions; processing to include dividing requests by work type and specific restoration requirement; i.e. Right of Way, private, concrete, asphalt, striping, and landscape restoration, etc. Acts as subject matter expert on restoration activities.
  • Ensures all necessary and relevant  documentation accompanies restoration requests, including active permit, appropriate traffic control plan, and all necessary paving ticket information
  • Leads mentors and trains Restoration Specialists.
  • Responsible for the resolution of all jobs on a “hold” status, resolves hold issues, and schedules restoration accordingly.
  • Documents restoration service provider invoices, complete PAV tasks, and release Job Close Notifications (JCN) in SAP.
  • Notifies permit representative for final permit closure upon final PAV task completion.
  • Reviews, validates and maintains database, researches schedule dates and provide timely response to customers, Production Specialists, Project Managers, and jurisdiction inspectors on complex, high profile projects.
  • Acts as PSE’s point of contact with jurisdictions for the resolution of restoration related issues including conflict resolution.
  • Searches database for specific tickets, duplicates by address, ticket number, job number (querying by request of multiple departments, etc.).
  • Completes SAP entry of all saw cuts / requests on hold / cancelled tickets / tickets (to ensure visibility of PAV task status in SAP, completed in both PAV task as well as long text notes).
  • Re-opens Closed Status SAP jobs needing surface restoration.
  • Searches and provides status for 811 locate tickets.
  • Reviews, validates and maintains GIS system management database for address and location / map books when queried for locations.
  • Responds to damage claims to ensure prompt processing of requests to meet restoration per PSE/Restoration Service Provider Metrics.
  • Leads the interface between restoration service provider and PSE PMO to resolve complex restoration issues requiring approvals, corrections and additional tickets.
  • Completes quarterly inventory of documentation for date range/ spread sheet/ contact with Restoration Service Provider.
  • Backs up and able to retrieve documentation for reference.
  • Resolves missing data with service provider’s foreman to ensure correct documentation.
  • Supports emergency response work as requested including immediate and extended restoration efforts.
  • Performs other duties as assigned.

Minimum Qualifications

  • Two year Associate’s Degree or better in Engineering or related discipline, or equivalent combination of education and experience
  • At least five years relevant work experience
  • Subject matter expertize in utility  construction and restoration practices, traffic control plans, street use permits and associated requirements
  • Proven capability in using and maintaining databases, spreadsheets and/or enterprise resource construction software
  • Proficiency with Microsoft Office suite
  • Excellent written and oral communication skills including ability to resolve  complex conflicts in a professional and respectful manner
  • Ability to lead and coordinate departmental process improvement projects and recommend changes to procedures and methods
  • Demonstrated ability to exercise judgment in analyzing and identifying solutions to restoration issues of diverse scope
  • Ability to proactively resolve conflict in a professional and respectful manner
  • Excellent customer service skills
  • Excellent attention to detail

Desired Qualifications

  • 5+ years of experience as a paving coordinator or restoration specialist
  • SAP subject matter expertize
  • Extensive knowledge of natural gas and electric distribution systems
  • Extensive knowledge of data management and reporting
  • Demonstrated contributions to successful process improvements

The pay range for this position is $69,600.00 - $108,100.00, and this position is eligible for annual goals based incentive bonuses.
