Job Description
The Technical Training Program Manager - Automated Utility Design develops and delivers training programs and materials for AutoCAD and Gas/Electric Automated Utility Design (AUD) applications to improve user proficiency and system adoption. Partners with cross-functional teams to analyze business processes and translate operational requirements into effective learning and development solutions.
Responsible for managing and applying subject matter knowledge to assist with and contribute to the design, development, measurement of impact, and maintenance of scalable learning solutions for ongoing training programs and targeted business initiatives. Assigned training programs require highly technical, field/systems, and/or compliance-related knowledge or a high-level experience developing such content. Produces learning solutions from end-to-end and is hands-on during deployment, engagement of stakeholders, and during the feedback loop. Owns their training program(s) from start to finish. Partners with internal training stakeholders (e.g. instructional designers, and training analysts) and business stakeholders (e.g. operations managers and supervisors) to ensure employee development and performance standards and objectives are identified, defined, and met. Leverages unique subject matter expertise to transform the technical content provided by business units into comprehensive training modules that focus on continuously improving operational critical thinking skills and system knowledge.

Job Responsibilities
- Leads cross-functional teams in the development of training documentation, materials, and user guides related to AutoCAD and Automated Utility Design (AUD) processes to improve user proficiency and performance.
- Develops, maintains, and administers training materials and programs that support business unit objectives and operational needs.
- Evaluates user needs, performance trends, and system enhancements to identify knowledge and skill gaps and recommend effective learning solutions.
- Collaborates with subject matter experts and stakeholders to develop content that translates business processes into effective knowledge transfer using appropriate learning and development methods.
- Serves as a trusted advisor to business leaders and management on training strategies, learning initiatives, and workforce development needs.
- Develops and delivers training programs that enhance data retrieval, analysis, reporting, and visualization capabilities to support business decision-making.
- Acts as the training organization’s liaison with IT for new or upgraded/enhanced implementations, or related projects.
- Recommends mitigation actions to business management to address risk.
- Identifies gaps, risks in business process and bring to the attention of business management.
- Researches, investigates and develops reports on issues.
- Creates and develops metrics and analysis to ensure effectiveness of training in practice.
- Mentors peers and others on best practices.
- Maintains system professional competence, knowledge and skills.
- Utilize expertise to manage highly technical training programs and projects bound by complex compliance, IT, and/or safety requirements using industry best practices such as ADDIE or SAM models to design training curricula and define program/project life cycle.
- Engage with stakeholders, evaluate business problems, and conduct needs and root-cause analysis exercises to identify training opportunities.
- Prioritize program roadmaps to manage multiple programs concurrently.
- Create and manage the communication strategy for promoting and reporting program/project strategy, priorities, risks, and status of the programs/project.
- Manage and maintain vendor partners, delivery media, and eLearning applications for scale and ease.
- Manage training content/updates on SharePoint, LMS, and shared drives.
- Equip and mentor contract or corporate subject matter experts to deliver training. Capable of delivering instructor-led training, if necessary.
- Develop training solutions that are supported by data and objective reasoning.
- Be a performance improvement consultant – Use your consultative skills to build training and development programs that will meet the business' needs, produce the intended result and improve business performance.
- Understand PSE's business and the market in which it operates.
- Understand the mission and goals of PSE, Operational Training, and your clients.
- Speak with your client at all levels frequently.
- Align the goals of Operational Training with those of your clients.
- Understand the impact Operational Training has on the goals of PSE and your clients, and report the performance of your program to key stakeholders.
- Be fiscally responsible and budget-conscious.
- Use technology effectively.
- Be a student of your profession – Make it a point to learn about who you are, what you do, and how you contribute to not only Operational Training's success, but also the company's.
- Some travel throughout service territory may be required to meet the clients’ needs.

Minimum Qualifications
- Bachelor’s degree and 6 years of training and development, Operations, IT, or Engineering experience; or equivalent combination of education and relevant work experience. Experience developing/translating highly technical field/systems content and/or compliance content into effective learning solutions preferred.
- Recognized as an expert in the specialty or craft by the organization.
- Excellent interpersonal skills and ability to develop and cultivate strong working relationships.
- Proficient with suite of word processing, presentation, and spreadsheet applications.
- Demonstrated organization, prioritization, and project management skills.
- Strong analytical, presentation, communication, problem-solving, negotiation, and time management skills.
- Ability to manage projects, work with other departmental teams and deliver on commitments.
- Ability to contribute effectively in peer management teams.
- Skills and experience in collaboration and team building.

Desired Qualifications
- Ability to operate in a remote or hybrid office with minimal supervision.
- Working knowledge of structure and operations of PSE or other highly regulated and technical industry.
- Working knowledge of Learning Management Systems (LMS) to manage training data and reporting functionality.
- Working knowledge of business applications and software tools (e.g., AutoCAD, Automated Utility Design, MicroStation, SAP).
- Working knowledge of adult learning principles, training needs analysis, instructional design methods, professional facilitation, evaluation methods, and learning styles.
- Proven ability to monitor and evaluate a training program's effectiveness, success, and ROI and to report on them
- Demonstrated ability to train users on utility work planning processes, including design development, approvals, construction preparation, and project closeout procedures.
- Strong understanding of GIS data integration and workflows, with the ability to clearly explain the relationship between AUD and enterprise GIS platforms.
- Experience training end-users on spatial data workflows, network representation, facility attribution, andmapping concepts.
- Ability to demonstrate how GIS information supports and enhances utility design, planning, and asset management processes.

The pay range for this position is $94,300.00 - $156,900.00, and this position is eligible for annual goals based incentive bonuses.
