Job Description

Do you possess a comprehensive technical knowledge of the challenges faced by the telecom industry in executing projects, particularly regarding jurisdictional requirements and the electric utilities’ pole access constraints? PSE is seeking a leader to supervise technical and project management staff that estimates, engineers and provides project management to meet the needs of customers for the installation of street and area lighting, communication siting, wireless and other related Pole services. This position will manage, direct and control projects that require gaining the cooperation of multiple governmental and community organizations as well as the area’s wireless and communication partners and developers. Projects may involve new construction, upgrades, attachments to and modifications of PSE’s and customer owned street and area lighting systems and poles. This position will identify the scope of assigned projects and decide logical action to meet project requirements and deadlines by applying general rules, standards and technical guidelines.  Ensures project management and quality control processes are implemented consistently across the organization. Coordinates activities with outside service partners and material suppliers and internal procurement and materials management functions. 

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.

    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Maintains department technical training curriculum and supports the development of technical personnel.
  • Ensures quality and consistency of project management. Monitors workload, accuracy, productivity and staffing levels to ensure operational efficiencies and departmental goals are met.
  • Supports Material Supply Chain team in product selection, quality assessments and performance review of external material vendors.
  • Collaborates with both PSE internal departments and the Service Providers to resolve the root cause of an issue and to deliver an excellent customer experience.
  • Participates on cross departmental teams relating to project process improvements and work management best practices.
  • Participates in emergency response efforts as needed.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Project Management or 6 years of equivalent combination of education and experience
  • Proven experience in design, permitting, project cost estimating, scheduling and construction management of lighting or On-Pole services, with 3 years in leadership in managing complex projects
  • Advance project management skills and training
  • Strong interpersonal and communication skills
  • Demonstrated experience in working effectively and collaborating with a wide range of internal and external customers
  • Strong business acumen including the ability to organize, prioritize and evaluate work.
  • Ability to interpret/use/translate applicable statistical/business/operational data in order to make effective business decisions.
  • Knowledge of utility operations, standards, and construction practices

Desired Qualifications

  • Experience in managing utility joint use projects, demonstrating a clear understanding of the operational and regulatory landscape
  • Background in overseeing communications construction projects, ensuring adherence to timelines, budgets and quality standards
  • Experience collaborating with various jurisdictions, facilitating successful project approvals, and navigating local regulations and requirements
  • In-depth understanding of compliance requirements set forth by the Federal Communications Commission (FCC) and applicable Washington Administrative Codes (WAC), particularly WAC 430-54-030
  • Awareness of and experience with the Broadband Equity, Access, and Deployment Program
  • Ability to lead and coordinate across multiple teams promoting collaboration and achieving goal objectives 
  • Strong verbal and written communication skills with the ability to convey complex information clearly to stakeholders at all levels, fostering positive relationships and teamwork
  • Leadership training
  • Previous supervisory experience

The pay range for this position is $80,800.00 - $195,400.00, and this position is eligible for annual goals based incentive bonuses.
