Job Description

Role Overview

PSE’s Applications Support Group is looking for a Senior Archer Engineer (Sr App Development Analyst) with significant experience with the RSA Archer product.

 

This role supports our enterprise applications across Windows and Linux platforms. You will use your broad technical experience and amazing aptitude for debugging complex systems to keep our Tier 1 applications running and our users happy with a wide variety of enhancements and projects. The successful candidate will utilize their .Net and Microsoft development stack experience with a solid understanding of IT infrastructure, security and databases to deliver top quality projects to more than 6000 users and contractors within the PSE organization. The team you'll be part of supports a broad portfolio of applications working in a dynamic environment supporting our entire enterprise. This technology is a critical investment for PSE and will continue to see growth in the next several years to fulfill our commitments to a Beyond Carbon Neutral future.

Job Responsibilities

  • Diagnoses complex problems, develops and implements in the RSA Archer environment. Effectively understands relevant business processes so that they can be modeled in internal systems.
  • Performs complex and demanding tasks dealing with the analysis, design, configuration, development and implementation of solutions serving business line and functional units.
  • Maintains or develops complex application components for RSA Archer, (analysis, design, development and implementation of solutions) based on functional requirements in the RSA Archer environments.
  • Leads coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Carries out detailed system design and writes functional and technical requirements/specs, develops test plans and applies testing, and quality monitoring procedures.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Provides day-to-day support to users and to lower-level developers, as well as drives improved user productivity through developing and implementing new business process and systems solutions.
  • Leads other team members, as required during the development cycle of assigned projects.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Responsible for the identification and resolution of gaps in the business processes. Is involved in security/authorization set-up, user documentation, data interface design, data migration and reconciliation.
  • Specifies and applies testing and quality monitoring procedures.
  • Provides necessary coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Contributes to annual and 5-year capital IT budgets.
  • Proactively contributes to the overall IT strategy via direct experience in tactical projects and specific user requirements.
  • Participates at the departmental level in line organization initiatives, tactics and strategies to act as a liaison from the line organizations to IT for continued development of the internal systems.
  • Provides leadership and mentoring to team members as aligned by Supervisor/Manager.
  • Participant in project initiation and defines high-level requirements. Works collaboratively with Project Management to organize and lead the development effort.
  • Assists in tailoring the development process to meet the project needs and assists project managers in scheduling, budget tasks, and defines high-level requirements.
  • Mentors others, and monitors other business or technical analysts in project software development methods and processes and aligns these processes with project needs.
  • Based on a solid understanding of scope and processes, can independently gather/establish business requirements of new developments to meet changing business needs.
  • Provides technology direction to business for tactical approaches.
  • Establishes and manages moderate sized project plans.
  • Manages interface activities with middleware systems and processes that connect to core systems.
  • Acts as a champion in standards and methodology governance, performing code, design and standard reviews for others within the department.

Minimum Qualifications

  • Two year degree or certification in a technology-related field or equivalent combination of education, work experience or relevant military experience, and at least 4 years of experience in related field.
  • 5+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications, specifically RSA Archer.
  • Detailed understanding and 5+ years programming with .NET.
  • Possesses full technical knowledge of phases of software development life cycle.
  • Experience with at least two full life cycle implementations of a new application or purchased application.
  • Extensive knowledge of multiple languages, i.e environment, active business processes, business areas, as well as industry.
  • Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools.
  • Demonstrated understanding of Structured Query Language (SQL).
  • Ability to facilitate interactive design and functional specification sessions.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
  • Strong analytical problem-solving, and conceptual skills. 
  • Demonstrated project management skills for moderate sized projects. 
  • Must be a “team player” able to work with management in developing and implementing new processes and enabling systems.  Able to work with end user groups to define application needs and identify feasible solutions. 
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with multiple levels of the organization, both technical and non-technical.

Desired Qualifications

  • Experience with and ability to easily navigate Microsoft development environments including Visual Studio and TFS.
  • Experience with and ability to easily navigate through either IBM AIX or Microsoft Windows Server.
  • Experience with:
    • Scripting languages: PowerShell / JavaScript / Perl / VBS / Python
    • AWS
    • Tomcat / IIS
    • Basics of Network architecture / Defense in depth / Active Directory / LDAP / Load Balancing / Elasticity
  • Experience in regulated environments: NERC, Medical (510K), Aerospace
