PSE's Wildfire Risk Management team is looking for qualified candidates to fill an open Regulatory Compliance Consultant - Wildfire Risk Management position!

Job Description

This role supports the continued growth and success of PSE's Wildfire Risk Management (WRM) program by serving as a key partner in governance, regulatory reporting, documentation management, and compliance activities. The role plays an essential part in helping the Company meet federal, state, and other regulatory requirements relative to the WRM Program while supporting the safe, reliable delivery of service to our customers and communities.

 

Working closely with colleagues across WRM, Regulatory Affairs, Compliance, Legal, Operations, Emergency Management, and other business units, you will serve as a trusted resource and liaison on regulatory and governance matters. The position will lead the development, maintenance/updating, and reporting requirements associated with the Wildfire Mitigation Plan (WMP), regulatory filings, compliance tracking, rate case support, contemporaneous decision documentation, data governance and discovery response coordination. 

 

This position serves as a steward of WRM regulatory documentation, reporting integrity, records management, and decision traceability, helping ensure filings, reports, dashboards, and communications are supported by accurate, well-documented, and auditable information. Through collaboration, attention to detail, and continuous improvement, you will help strengthen regulatory readiness, support wildfire mitigation objectives, and contribute to a resilient and forward-looking WRM program.

Job Responsibilities

  • Researches and remains current on federal, state and other statutes, regulations and orders.
  • Plans, develops and implements programs to ensure compliance with all regulatory requirements. 
  • Informs and delivers training to ensure employees are knowledgeable regarding relevant regulatory compliance issues.
  • Coordinates with compliance personnel to meet relevant compliance standards and timelines in other departments.
  • Interacts with internal and external auditors to provide support and address audit concerns; implements responsive and corrective solutions in collaboration with WRM team members and cross-functional partners.
  • Provides input into federal and state rulemaking proceedings.
  • Works cooperatively across the organization and company where applicable, to communicate pending or upcoming regulatory proposals and for obtaining input in aligning regulatory proposals with the company objectives.  
  • Formulates sound control practices and processes for managing potential regulatory & compliance risks and exposures. 
  • Leads annual review, update and submittal of Wildfire Management Plan and other compliance-driven Plans as they emerge; maintains general awareness of industry & regulatory trends, lessons learned, and developments related to Wildfire Mitigation Plans.
  • Supports preparation and execution of regulatory filings, updates, amendments, and supporting documentation.
  • Leads BU response to Data Requests from regulatory bodies. 
  • Develops and applies processes to ensure contemporaneous documentation of Company decisions applicable to compliance filing and compliance-related/auditable work projects. 
  • Manages regulatory financial reporting, analysis, and filing preparation and execution (e.g., Wildfire Tracker and True Up, Rate Case)
  • Establish enterprise reporting standards for wildfire risk management programs.
  • Maintains oversight of compliance-related recordkeeping and artifact retention practices.
  • Ensure reportable metrics are supported by documented methodology, source records, and validation processes.
  • Maintains oversight of monitoring and tracking of employee required compliance training.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor degree in business, accounting, finance, economics or engineering or applicable field and eight years of relevant experience; or an equivalent combination of education and experience.
  • Strong written and verbal communication skills.
  • Must be self-directed and willing to mentor peers and team members.
  • Thorough understanding of utility operations and regulations, and as may be related to specific area of regulatory/compliance specialty for department.
  • Thorough understanding of federal and state rules and regulations.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint and Access or other database applications.

Desired Qualifications

  • CPA, MBA, JD, PE or experience in public policy.
  • Thorough understanding of compliance regulations and processes specific to the department/area of hire. 
  • Experience supporting Wildfire Mitigation Plans (WMPs).
  • Experience supporting WUTC filings, rate cases, and discovery requests.
  • Experience with Workiva, SAP, SharePoint, Power BI, or similar reporting and governance platforms.
  • Experience in utility wildfire risk management programs.
  • Knowledge of enterprise information governance and records management practices.
  • Project Management Professional (PMP), Certified Records Manager (CRM), Certified Regulatory Compliance Manager (CRCM), or similar designation.
  • Experience presenting to executive leadership, boards, regulatory agencies, or external stakeholders.

The pay range for this position is $94,300.00 - $156,900.00, and this position is eligible for annual goals based incentive bonuses.
