Job Description

Puget Sound Energy’s Municipal Relations Department is looking for a Municipal Liaison Manager (MLM) to join our King County team.

 

This role is responsible for developing and sustaining Puget Sound Energy’s relationships with city and county public works and planning staff and their authorized representatives/consultants/contractors. The MLM serves as the primary point of contact with our municipal partners, and is responsible for addressing operational matters and issues related to PSE’s services and interactions with municipal departments/officials. The MLM will actively engage in the development, planning, negotiation and execution of operational agreements (e.g., franchises, boundary agreements, underground tariffs, etc.), and support the Municipal Relations’ leadership team to advance strategic community and business initiatives. The MLM will work closely with municipal staff on code development, amendments and policy initiatives including Comprehensive Plans and Climate Action Plans. The MLM also supports emergency preparedness initiatives with municipal/agency staff, develops and delivers public presentations before City Councils, and/or other community leadership organizations.

Job Responsibilities

  • Serves as primary point of contact for Public Works staff for customer service-related issues and processes associated with jurisdictional-driven relocations and conversions of PSE's infrastructure and major PSE- initiated projects.
  • Mentors and trains Associate Municipal Liaison Managers.
  • In a storm event, leads contact with assigned municipal departments to provide timely and accurate information and key customer services.
  • In collaboration with PSE Government Affairs staff, maintains working knowledge of political and operational processes associated with each jurisdiction’s organizational structure. Provides strategic recommendations to PSE project teams and departments while participating in the implementation of PSE strategic initiatives and projects. Independently develops strategic short-term and long-range work plans for local communities.
  • Meets regularly with appropriate Public Works staff and key PSE/Service Provider representatives to exchange information, monitor ongoing PSE performance, advance process improvements, and address municipal issues and concerns.
  • Understands the tariffs, schedules and agreements applicable to municipal related projects and communicates this information to municipal staff.
  • Provides liaison responsibilities as a member of the team that executes design and construction agreements, and negotiates all agreements associated with conversion and relocation-reimbursable projects. Assists with the review and approval of cost estimates and provides dispute resolution.
  • Works with Permit Specialists and Paving Coordinators to coordinate municipal and PSE projects (i.e., scope and schedule) and monitors ongoing progress with municipalities regarding PSE/Service Provider construction activity on municipal projects
  • Using appropriate PSE and/or Service Provider resources, takes the lead to effectively resolve jurisdictional issues/concerns arising out of project design, coordination and construction. Manages PSE/Service-Provider relationship with a local jurisdiction.
  • Is lead negotiator for and actively manages PSE’s franchises with each assigned jurisdiction. Interprets franchise agreements in their respective cities and/or counties when information is requested by other PSE departments or external entities
  • Coordinates with Municipal Land Planners in responding to growth management-related issues associated with Comprehensive Plan development and/or updating. Pro-actively develops strategy for responding to policy issues associated with comprehensive plan updates, and other regulatory policies developed by City staff that may impact PSE projects.
  • May obtain regulatory approvals (permits) for PSE capital projects which are constructed within their respective jurisdictionally assigned area.
  • Has strong communication skills and strategic agility and political acumen.
  • Participates in emergency response efforts as needed.
  • Performs other duties as assigned.

Minimum Qualifications

  • BA/BS in Construction management, Engineering or related field or equivalent utility operations experience (with emphasis on previous communications and customer service experience).
  • 3 years applicable experience.
  • Strong written and oral communication skills
  • Strong technology skills
  • Working knowledge of Public Works procedures, street use permits and associated requirements.
  • Understanding of municipal political processes and structure.
  • Ability to read and understand maps and engineering drawings
  • Proven ability to provide excellent customer service and conflict mediation
  • Knowledge of governmental processes and public policy development.

  • Masters Degree
  • Understanding of PSE gas and electric construction techniques and tariffs
  • Vast knowledge of utility operations
  • Knowledge of PSE standards and practices
  • Strong customer service and communication skills
  • Experience in contract administration
  • Significant, wide-range experience working with government agencies.
