PSE's Planning team is looking for qualified candidates to fill an open Mgr Gas Systems Integrity position!

Job Description

Focal point for gas system integrity activities related to the transmission and distribution gas system.  Directs the planning, prioritization, and implementation of inspection and maintenance activities, remediation projects and programs to meet gas system integrity plans and programs focused on safety and compliance of the natural gas transmission and distribution system.  Utilizes engineering data, system models, and decision tools to proactively identify delivery system reinforcement needs, and justify solutions that are in alignment with the company’s business and regulatory environment.


Responsible for gas safety compliance work and compliance with PSE’s Gas Operating Standards and Gas Field Procedures when engaged in operating, maintaining, constructing or engineering PSE’s natural gas system. Promotes and supports a culture of total safety.

Job Responsibilities
  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Develops strategies and oversees the formation of programs and plans to ensure the gas system is inspected and maintained in a safe manner, compliant with appropriate codes and regulations. This includes, but is not limited to written integrity management programs and pipeline safety management system programs.
  • Develops strategies that modernize the gas system to meet customer clean energy choices. 
  • Directs and manages development of capacity and maintenance plans, and budgets for the company’s natural gas delivery system.
  • Develops strategies for satisfying commitments to maintain compliance with regulatory requirements in response to audit findings.  Provides leadership in the development of responses to pipeline safety audit findings.
  • Participates in pipeline safety legislative, regulatory and industry rulemaking activities and supports the development of necessary action plans in order to advocate for the company to meet new requirements.
  • Develops communication plans, tools and materials to increase the understanding of capacity planning and maintenance strategies and objectives.
  • Directs the effective resolution of gas facility capacity and maintenance issues including field engineering support in daily gas system operations.  Oversees the development of effective engineering solutions to complex operational problems in a utility environment. Maintains flexible, creative and innovative approaches to issues that ensure safety, efficiency, and reliability.
  • Ensures work performed and associated reporting / documentation is complaint with federal and state codes, company operating standards and procedures and demonstrates effective implementation and compliance.  Maintains planning records, decision documentation, including option evaluations, and project / program data metrics.  Maintains records of all system integrity activities.
  • Provides responses to customer inquiries and regulator investigations and complaints to provide resolution.
  • Manages the departmental budgets to meet company and departmental goals.
  • Oversees development of contingency plans in response to emergencies, anticipated weather events or other system failures.
  • Provides leadership during gas and electrical emergencies.
  • Participates in cross-functional teams in both leadership and participant roles to develop appropriate solutions for PSE needs.
  • Performs other duties as assigned.
Minimum Qualifications
  • BA/BS degree in engineering or related field or equivalent combination of training and experience.
  • Minimum 10 years utility management experience with increasing responsibility in operations, engineering, planning and/or standards, with comprehensive knowledge of gas system regulatory requirements.
  • Demonstrated leadership ability in operations, engineering, organizational development, system planning and construction management as well as operational understanding of major utility functions.
  • Ability to communicate effectively, orally and in writing, with a wide variety of individuals and groups internal and external, including staff, regulators, public, constituents, and media; keep informed of advances in utility and business technology; establish and maintain effective relationships with internal and external stakeholder groups.
  • Demonstrated ability to manage multiple tasks, and develop and implement new processes.
Desired Qualifications
  • Professional Engineering (PE) license.
  • Knowledge of company infrastructure, construction specifications and work practices normally achieved through advanced level of work experience.
  • Advanced knowledge of state and federal regulations pertaining to utility operations and general industry practices.
  • Experience in shaping policy and regulatory rules.
