PSE's IT Application Solutions team is looking for qualified candidates to fill an open Assoc App Development Analyst position!

Job Description

  • Designs, develops, modifies, debugs and evaluates programs for functional or operational areas.
  • Analyzes complex business problems to be solved with automated systems. Provides technical expertise in identifying, evaluating and developing systems and procedures that are cost-effective and meet user requirements.
  • Analyzes existing programs or formulates logic for new systems, devises logic procedures, prepares flowcharting, performs coding and tests/debugs programs.
  • Participates in hardware/software selection, and vendor selection.
  • Assists with development of annual and 5-year capital IT budgets.
  • Participates in business strategies, objectives and drivers.
  • Develops conversion and system implementation plans. Prepares and obtains approval of system and programming documentation. Recommends changes in development, maintenance and system standards.
  • Configures system settings and options; plans and executes unit, integration and acceptance testing; and creates specifications for systems to meet business requirements. Designs details of automated systems.
  • May train users in conversion and implementation of system.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Diagnoses problems, develops and implements (specialized technical requirements as shown in technical addendum) environment solutions with oversight from Sr Application Developer.
  • Basic understanding of relevant business processes so that they can be modeled in internal systems.
  • With supervision, maintains or develops simple to moderately complex application components (analysis, design, development and implementation of solutions) based on functional requirements in (specialized technical requirements as shown in technical addendum) environments. 
  • Provides support to Business Analyst or Sr Applications Developer in the coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Understands scope and process to gather/establish business requirements of new developments to meet changing business needs.
  • Accepts direction and supervision from team members, as required during the development cycle of assigned projects.
  • Helps organize user training programs.
  • Understands the overall IT strategy via direct experience in tactical projects and specific user requirements.
  • Begins to serve as a resource to Sr Application Developers in designing, configuring and implementing systems that support the company’s business and operational needs.
  • Understands the annual and 5-year capital IT budgets.
  • Writes functional requirements, develops test plans, and works with production issues.
  • Follows project and software development methodologies and processes.
  • Has working knowledge in one or more of these development tools: (specialized technical requirements as shown in technical addendum).
  • Works collaboratively with internal Database Administrators.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree or an equivalent combination of education and experience.
  • Familiarity with one or more programming languages (specialized technical requirements as shown in attachment) and knowledge of office applications (e.g. Microsoft Office).
  • Has previous coursework, certifications, working knowledge or experience in applications development and maintenance using (specialized technical requirements as shown in technical addendum).
  • Knowledge of systems and/or business analysis design concepts. 
  • Strong analytical problem-solving and conceptual skills. 
  • Must be a “team player” able to work with management in developing and implementing new processes and enabling systems.  Able to work with end user groups to define application needs and identify feasible solutions. 
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with multiple levels of the organization, both technical and non-technical.
     

Desired Qualifications

  • An analytical approach to problem-solving, coupled with the ability to conceptualize systems.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
  • Experience with either SQL Server or Oracle DBMS.
  • Experience with either IBM AIX or Microsoft Windows Server.

Additional Technology-Specific Responsibilities and Requirements  

 

Experience working in a Microsoft Visual Studio environment with SQL, C#, JAVA, .Net, VB.Net, and/or HTML.

 

SharePoint/Web Development

 

ADDITIONAL TECHNOLOGY-SPECIFIC JOB RESPONSIBILITIES

  • Diagnoses problems, develops and implements SharePoint 2010 or newer, SQL, C#, Java, .Net, VB.net, and/or HTML environment solutions with oversight from Sr Application Developer.
  • With supervision, develops simple to moderately complex application components (analysis, design, development and test of solutions) based on functional or technical requirements in the SharePoint platform. 
  • Provides support to Sr. SharePoint Developers, Business Analysts or Architects in the coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Begins to serve as a resource to SharePoint developers and business analysts in designing, developing and implementing a Web platform that supports the company’s business and operational needs.

 

ADDITIONAL TECHNOLOGY-SPECIFIC MINIMUM QUALIFICATIONS / KNOWLEDGE / SKILLS / ABILITIES

  • Familiarity with SharePoint 2010 or newer, SQL, C#, Java, .Net, VB.net, and/or HTML environments and knowledge of office applications (e.g. Microsoft Office).
  • Understanding of one or more of the SharePoint component areas relevant to the job.
  • Familiar with project and software development using one or more SDLC methodologies and processes.
  • Hands-on experience with Microsoft SharePoint and C#.
  • Demonstrated ability to resolve simple production issues.
  • Previous coursework or experience in SharePoint 2007 and 2010 or newer.
  • Familiar with project and software development using one or more SDLC methodologies and processes.
