PSE's Transmission team is looking for qualified candidates to fill an open Transmission Settlement Analyst - OASIS and Accounting position!

Job Description

Puget Sound Energy's Transmission Services and Contracts department is looking for a new member to join our Transmission Services and Settlements team! This is an excellent opportunity to play an integral role in supporting PSE's solutions for out customer's future clean energy needs. 

 

In this role, you will support the development and maintenance of business practices, procedures, and tools for the implementation of PSE's Open Access Same-time Information System (OASIS). You will process PSEI grid components in PSE's OASIS and NAESB's Electric Industry Registry, while ensuring compliance with related government standards, PSE business practices, and internal controls.

 

Your responsibilities will include maintaining and analyzing back office settlement data resulting from PSE's transmission-related services and its participation in the California ISO Western Energy Imbalance Market. You will be performing financial, statistical, and operational studies to support initiatives and ongoing supporting needs of PSE's Clean Energy Strategy. Additionally, you will research and analyze operational data and accounting issues, recommending and implementing appropriate solutions.

Job Responsibilities

  • Provide transmission services, including managing PSE's grid components in OASIS and supporting transmission accounting functions.
  • OASIS management:
    • Support management of PSEI grid components in PSE's OASIS and other transmission-related software, including NAESB's Electric Industry Registry.
    • Manage PSE's OASIS to include TTC updates, outage information, public posting notices and various documentation.
    • Assist in the development and maintenance of business practices, procedures, and tools for PSE's OASIS.
    • Support administration of OATI production and development applications, user account maintenance, and appropriate application settings.
    • Manage customer transmission service requests, working with supervisor, transmission services and contracts staff as needed.
    • Troubleshoot customer/scheduler tagging, submittals, and other technical issues.
    • Assure compliance with industry rules, standards, business practices, and PSE's OATT (Open Access Transmission Tariff).
    • Assure compliance with FERC, NERC, NAESB (North American Energy Standards Board) and WECC standards.
    • Support transmission rate making strategy and make recommendations for oprimizing the value of transmission assets.
    • Support PSE policy, interconnection, engineering, and compliance teams - providing transmission guidance (and vice versa) as needed.
    • Stay current on industry trends and developments through organizations such as NAESB, WECC, NERC, and FERC.
  • Transmission Accounting:
    • Assist with Point to Point and NITs transmission monthly billing, related reporting and accruals.
    • Assist with managing blanket service agreements for new and existing transmission customers.
    • Prepare internal and external reports including FERC From 1, WECC Budget Assesment, Unscheduled Flow Mitigation.
    • Create departmental study work orders; track deposits, costs, and refunds.
    • Submit quarterly Transmission Contract EQR data.
    • Support FERC rate cases, formula rate updates, and PCORC transmission revenue estimates.
    • Reconcile Southern Intertie Capacity Owner BPA wokrk orders, forecasts, and payments.
    • Support Settlement staff members as needed.
  • Other duties:
    • Represent PSE at industry workgroups.
    • Perform software upgrades/improvements testing and issue resolution.
    • Respond to transmission and interconnection customer inquiries.
    • Perform other duties and tasks as assigned. 

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, Business or related discipline or an equivalent combination of education and experience
  • Experience working in accounting or data analysis
  • Knowledge and familiarity with basic business office software
  • Able to maintain attention while performing detailed routine tasks 
  • Excellent problem solving, analytical and critical thinking skills
  • Strong organizational and communication skills
  • Ability to work effectively to tight deadlines in a fast paced environment
  • Work effectively in matrix environment

Desired Qualifications

  • Experience working in electric industry and/or organized markets
  • Knowledge of OATI software platform, PCI, SAP
  • Knowledge of FERC, NERC, NAESB, WECC

The pay range for this position is $74,000.00 - $111,900.00, and this position is eligible for annual goals based incentive bonuses.
