PSE's Transmission team is looking for qualified candidates to fill an open Supervisor Transmission Services - OATT Administration position!

Job Description
The individual in this role will be tasked with leading a team responsible for processing requests under PSE's Open Access Transmission Tariff (OATT). They will facilitate solutions to complex issues involving diverse opinions and will ensure that solutions are aligned with regulatory requirements, customer expectations, and PSE's business initiatives. They will assure compliance with regulated government standards and business practices, as well as internal controls. They will represent PSE at industry workshops.
This individual will provide strategic guidance and analysis of federal regulatory policy. They will manage and facilitate implementation of PSE's OATT, up to and including the negotiation and execution of transmission contracts. The individual in this role will monitor and interpret federal, regional, and state regulations, orders, and rules to stay informed of current and changing requirements. They will provide oversight in researching, planning, developing, and implementing federal filings ad compliance programs to ensure that PSE meets federal, state, and other regulatory requirements. This person will provide strategic guidance and coordination of federal and regional rulemaking proceedings, advise internal departments of regulatory requirements, and provide strategic guidance to meet those requirements. Additionally, this individual will develop and conduct employee training on the relevant requirements.

Job Responsibilities

- Demonstrate a passion for safety. Promote and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.

- Oversee training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensure required training is successfully completed.
- Challenge and inspire employees to achieve business results.
- Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
- Conduct and ensures the completion of performance reviews and development plans.
- Provide coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
- Manage and facilitate implementation of PSE’s OATT.
- Ensure compliance with PSE’s Open Access Transmission Tariff (“OATT”).
- Process Federal Energy Regulatory Commission (FERC)-jurisdictional requests, e.g. interconnection requests, transmission service requests, EIM requests, pseudo-tie requests, CEII requests.
- Supports the drafting, negotiation, and implementation of agreements/contracts.
- Develop, revise, and update business practices as appropriate.
- Provide support for PSEI’s OASIS website.
- Transmission policies and compliance
- Ensure that all work performed is compliant with federal and state codes, industry rules, standards, business practices, and PSE’s OATT; this includes compliance with FERC orders, WECC and NERC standards, NAESB, CAISO tariff requirements and business practices related to the EIM, PSE business practices, and PSE Standards and Procedures.
- Monitor federal / regional regulatory policy changes affecting the transmission system.
- Perform research, prepares strategic analysis, implements programs, and provides guidance and oversight to ensure the company remains compliant with federal (e.g. FERC), regional, and state regulations and orders.
- Provide input to policies, business options and arrangements, legislation, governmental regulation, and industry positions that may impact future negotiations, regulatory proceedings, and OATT filings.
- Work cooperatively across the organization and company where applicable to communicate pending or upcoming regulatory proposals for obtaining input in aligning regulatory proposals with the Company objectives.
- Support PSE’s corporate compliance program. Provides support for formal audits and helps address audit concerns.
- Develop training programs to ensure employees are knowledgeable regarding regulatory compliance and policy issues and conducts necessary training.
- Facilitate solutions to unique problems by leveraging employees’ skills and providing guidance with regards to regulatory requirements and PSE’s business initiatives.
- Represent PSE interests in regional forums where transmission planning/development is addressed (e.g. EEI, OATI, CAISO, BPA).
Additional Responsibilities
- Proactively build consensus among stakeholders and department personnel and participate in cross-functional teams.
- Maintain external relationships, and represent the company on issues pertaining to balancing, reliability, CASIO EIM, and transmission scheduling functions.
- Keep abreast of current industry trends and developments, and updates management of any relevant changes.
- Promote culture of continuous improvement.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in business, accounting, economics, finance, engineering or applicable field, or an equivalent combination of education and experience
- Three years of experience in transmission services, policies, and/or contracts or a related field.
- Demonstrated experience in leading and motivating employees and ability to lead and influence cross-functional teams and stakeholders.
- Must be self-directed and willing to mentor peers and team members.
- Strong organizational, analytical and communication skills including ability to interact with a wide variety of individuals.
- Strong negotiating, problem solving and conflict resolution skills.
- Thorough understanding of federal and state rules and regulations.
- Thorough understanding of utility operations, policy issues and regulation, and as may be related to specific area of regulatory/compliance specialty for department.
Desired Qualifications
- CPA, MBA, JD, PE or compliance experience in utility sector or other regulated industry.
- Thorough understanding of compliance regulations and processes specific to the department/area of hire.
- Significant experience in regulatory compliance and policy development.
- Previous supervisory experience.
- Leadership training.

The pay range for this position is $83,600.00 - $202,200.00, and this position is eligible for annual goals based incentive bonuses.
