Job Description
Puget Sound Energy (PSE) is Washington's largest energy company, serving 1.26 million electric and nearly 900,000 natural gas customers. As PSE's Talent Acquisition team continues to grow to meet increasing demand, we're seeking a Supervisor Recruiting Operations to bring greater consistency, efficiency, and operational excellence.
In this working leadership role, you'll guide a team of recruiters, and recruiting support staff, while managing some of our most complex, business-critical hiring needs—balancing hands-on recruiting with strategic oversight to deliver exceptional experiences for candidates and hiring managers alike. We're looking for a recruiting leader with deep talent acquisition expertise, ideally including experience with adverse action processes, individualized assessments, employee referral programs, immigration-related hiring (H1B, TN, E3), EEO compliance, diverse talent outreach and more. Familiarity with SuccessFactors or SAP is a plus as we continue our digital transformation.

Job Responsibilities
- Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and builds effective teams:
- Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
- Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
- Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
- Challenges and inspires employees to achieve business results.
- Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
- Conducts and ensures the completion of performance reviews and development plans.
- Provides coaching, direction, and leadership support to team members in order to achieve employee, business, customer, and safety results.
- Supervises a team of recruiters and recruiting support staff, fostering a culture of accountability, collaboration, customer service, and continuous improvement.
- Supports the Talent Acquisition leadership in building and evolving PSE's Talent Acquisition operating model, tools, and best practices.
- Partners with Legal, HR Compliance, and Human Resources to ensure recruiting processes and hiring activities are conducted in accordance with company policies and applicable employment laws and regulations.
- Reviews and manages escalated candidate screening matters, including adverse action processes.
- Conducts individualized assessments related to criminal background review processes in accordance with company policy and applicable regulations.
- Administers and enhances Talent Acquisition programs, including employee referrals, candidate experience initiatives, outreach activities, and workforce development partnerships.
- Builds and maintains relationships with educational institutions, workforce agencies, community organizations, and external recruiting partners.
- Oversees immigration-related activities with internal stakeholders and outside counsel to support employment sponsorship programs and employment authorization requirements.
- Supports compliance efforts related to employment eligibility verification, record retention, non-discrimination requirements, and other hiring-related obligations.
- Manages a portfolio of complex, high-priority, or specialized requisitions and recruiting initiatives.
- Identifies opportunities to streamline recruiting activities, improve consistency, and enhance recruiter and hiring manager effectiveness.
- Partners with leadership to implement and sustain process improvements that support scalable and efficient hiring practices.
- Supports implementation and utilization of recruiting systems, tools, and technology.
- Serves as a resource for recruiters, hiring managers, and HR partners on recruiting practices, processes, and policy interpretation.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in human resources, business administration, communications, or a related field, or an equivalent combination of education and experience.
- Five (5) years of experience in talent acquisition, recruiting, or human resources; including one (1) year of experience leading, coaching, mentoring, or supervising employees, teams, projects, or programs.
- Experience managing full-cycle recruiting processes and partnering with hiring managers to fill professional, technical, skilled trades, and/or operational positions.
- Demonstrated experience improving operational practices.
- Knowledge of employment-related regulations and recruiting compliance requirements.
- Experience handling sensitive or complex situations while exercising sound judgment and maintaining confidentiality.
- Strong interpersonal, coaching, communication, and relationship management skills.
- Strong organizational and project management abilities with the capacity to manage multiple priorities simultaneously.
- Experience using applicant tracking systems and recruiting technology platforms.
- Ability to analyze recruiting data, identify trends, and recommend actions.
Desired Qualifications
- Experience leading recruiting teams in a mid-sized, complex, or highly regulated organization.
- Utility, energy, infrastructure, manufacturing, transportation, construction, engineering, or other industrial-sector recruiting experience.
- Experience supporting organizational growth, talent acquisition transformation, or operating model development.
- Experience administering employee referral programs, workforce partnerships, and community outreach initiatives.
- Experience supporting veteran hiring, disability recruiting, apprenticeship programs, or workforce development initiatives.
- Experience coordinating employment sponsorship or immigration-related processes in partnership with outside counsel.
- Professional certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP.
- Experience with SAP SuccessFactors.

The pay range for this position is $87,800.00 - $212,300.00, and this position is eligible for annual goals based incentive bonuses.
