PSE's IT Project Management Office team is looking for qualified candidates to fill an open Sr IT Business Analyst position!

Job Description

  • Works with project teams to identify, elicit, and document requirements, including stakeholder, solution, functional, technical, and transitional, in order to support IT projects.
  • Clarifies the business rationale of a solution concept, surfaces, potential impacts of the solution on stakeholders, clearly articulates the role of technology in terms easily understood by business constituencies by creating use cases, process diarams and other documented business analysis artifacts.
  • Able to document processes and recommend process improvements with a cross-IT and enterprise-wide focus.
  • Will propose changes as appropriate to requirements methodology, system documentation and processes to better streamline IT project work.
  • Prioritizes problems to surface the most critical needs and competing business demands.
  • Understands technology standards and architecture guidelines and obtains key input from enterprise.
  • Incorporates usability and user interface techniques when designing systems.
  • Formulates and defines requirements and objects through research and fact-finding combined with an understanding of business and industry requirements.
  • Play a key role in aligning the needs of business with the capabilities delivered by IT. Analyze and synthesis information provided by a large number of people that interact with the business and IT.
  • Is responsible for understanding business requirements, coordinating and delivering IT Services for the requirements, resolving challenges and priorities, and reporting status to support the delivery of IT Services to the Project Manager and the team.
  • Manages and cultivates the relationships with internal customers and project teams.
  • Performs Business Analyst role for IT Projects using Waterfall, Agile or hybrid methodologies.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
     

Job Responsibilities

  • Assumes full accountability for developing requirements and documenting related use cases and processes for project tasks.
  • Works closely with project teams and internal customers and IT teams to ensure accurate translation of business/application specifications into workable requirements and has primary responsibility for documenting all requirements including stakeholder, solution, functional, non-functional and transitional.
  • Identifies stakeholder, solution, functional, technical, and transitional requirements and process updates required to support large and complex IT projects, and understands how these translate into customer needs and benefits and resource requirements.
  • Uses analytical tools and methods to document, analyze and streamline complex IT processes.
  • Provides requirements and process consultation to business area management and staff for all aspects of IT services.
  • Coordinates implementation of the system hardware and software when needed to support project deliverables. Works with the Project Manager or Manager.
  • Works with the QA/Test Engineering team to write test scripts and develop test plans when needed.
  • Can identify and document emerging business requirements. Can intelligently question business partners to identify unique value drivers.
  • Properly prioritizes business and enterprise demands and accurately translates business requirements and functionality.
  • Accurately measures the contribution of IT projects to business value as it relates to benefits realization.
  • Can manage and work in ambiguity, creating and create accurate estimates related to BA deliverables.
  • Can identify commonalities and suggest a consistent approach across projects in the absence of standards.
  • Can engage with the business in their normal day to day environment and can effectively convey their needs to IT teams in order to deliver value and benefit.
  • Responds to unfamiliar, undefined, unexpected, or unstable situations with professionalism.
  • Uses standard analytical tools and rules to determine root cause and resolve the broad range of common system or process problems. Updates or creates documentation based on work performed.
  • May assist with writing user documentation and user training materials, and may assume responsibility for completing project communication tasks related to OCM.
  • Provides services support and procedure guidelines to client and systems areas through documentation.
  • Proposes changes to system documentation and processes to better streamline work. Assumes responsibility for developing new or updating existing processes and workflows in support of project requirements and services.
  • Proficiently applies IT methods, professional knowledge and PSE standards and practices to complex tasks and situations.
  • Effective in building and sustaining relationships with business partners, professional peers, and other IT team members.
  • Has deep knowledge of IT services and understands how team must work together to deliver services internal customers and project teams require.

Additional Responsibilities

  • May function as Project Coordinator/Project Manager on small to mid-sized infrastructure projects.
  • Proficient in both Agile/Scrum and Waterfall project management methodologies. 
  • Estimates services required for large projects involving multiple departments, platforms, technologies, executive sponsors, or particularly high risk business problems.
  • Works with project manager to develop realistic work estimates, financial budgets and project schedules. Reviews project deliverables for accuracy and provide assistance and mentoring to others.
  • Coaches less experienced IT professionals.
  • Provides experience and expertise leadership within the IT BA team and on behalf of the IT BA team when collaborating with outside stakeholders to advocate for best practices and delivering business value.
  • Operates under general direction.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree and 5 years of experience in related field, or combination of specialized training or experience and five years of directly relevant experience.
  • Expertise in process design, reengineering, and requirements management and documentation methodologies.
  • Experience in requirements management, diagramming, use case development (UML).
  • Solid understanding of IT services and delivery processes.
  • Demonstrated team leadership and facilitation techniques.
  • Some experience in business case development.
  • Has a strong understanding of information systems, business processes, the key drivers and measures of success for the relevant business.
  • Must be a self-starter.
  • Demonstrated creative thinking and analytical skills.
  • Strong attention to detail.
  • Excellent written and oral communication skills.
  • Ability to work independently and in a team environment.
  • Proficiency in Microsoft Office applications, including Word, Project, Excel, Outlook and Visio.
     

Desired Qualifications

  • IT Project or proven related experience.
  • BA Certification such as IIBA, CBAP.
  • Previous experience managing small to mid-sized projects.
  • Familiarity with project life cycles.
  • Proficiency with Microsoft Project and Visio.
