PSE's IT Application Solutions team is looking for qualified candidates to fill an open Sr App Development Analyst position!

Job Description

  • PSE is looking for a Senior Metering Systems Application Development Analyst (DOE) to support its Metering Systems platforms and applications. The successful candidate will have built and maintained applications with SQL Server, Oracle, Unix and will have knowledge of C#, .Net framework, scripting, batch file processes, SFTP, Websphere and web services. Experience with analytics, billing & metering processes, metering systems and the utility industry would be desirable.

  • Designs, develops, modifies, debugs and evaluates programs for functional or operational areas.
  • Analyzes complex business problems to be solved with automated systems. Provides technical expertise in identifying, evaluating and developing systems and procedures that are cost-effective and meet user requirements.
  • Analyzes existing programs or formulates logic for new systems, devises logic procedures, prepares flowcharting, performs coding and tests/debugs programs.
  • Participates in hardware/software selection, and vendor selection.
  • Assists with development of annual and 5-year capital IT budgets.
  • Participates in business strategies, objectives and drivers.
  • Develops conversion and system implementation plans. Prepares and obtains approval of system and programming documentation. Recommends changes in development, maintenance and system standards.
  • Configures system settings and options; plans and executes unit, integration and acceptance testing; and creates specifications for systems to meet business requirements. Designs details of automated systems.
  • May train users in conversion and implementation of system.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Diagnoses complex problems, develops and implements (specialized technical requirements as shown in attachment) environment. Effectively understands relevant business processes so that they can be modeled in internal systems.
  • Performs complex and demanding tasks dealing with the analysis, design, configuration, development and implementation of solutions serving business line and functional units. 
  • Maintains or develops complex application components (analysis, design, development and implementation of solutions) based on functional requirements in the (specialized technical requirements as shown in attachment) environments. 
  • Leads coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Carries out detailed system design and writes functional and technical requirements/specs, develops test plans and applies testing, and quality monitoring procedures.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Provides day-to-day support to users and to lower-level developers, as well as drives improved user productivity through developing and implementing new business process and systems solutions.
  • Leads other team members, as required during the development cycle of assigned projects.
  • Provides guidance to business and functional units in developing tests and training plans and materials.
  • Responsible for the identification and resolution of gaps in the business processes. Is involved in security/authorization set-up, user documentation, data interface design, data migration and reconciliation.
  • Specifies and applies testing and quality monitoring procedures.
  • Provides necessary coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
  • Contributes to annual and 5-year capital IT budgets.
  • Proactively contributes to the overall IT strategy via direct experience in tactical projects and specific user requirements.
  • Participates at the departmental level in line organization initiatives, tactics and strategies to act as a liaison from the line organizations to IT for continued development of the internal systems.
  • Provides leadership and mentoring to subordinates.
  • Participant in project initiation and defines high-level requirements. Works collaboratively with Project Management to organize and lead the development effort.
  • Assists in tailoring the development process to meet the project needs and assists project managers in scheduling, budget tasks, and defines high-level requirements.
  • Mentors others, and monitors other business or technical analysts in project software development methods and processes and aligns these processes with project needs.
  • Based on a solid understanding of scope and processes, can independently gather/establish business requirements of new developments to meet changing business needs.
  • Provides technology direction to business for tactical approaches.
  • Establishes and manages moderate sized project plans.
  • Manages interface activities with middleware systems and processes that connect to core systems.
  • Works to create Centers of Excellence based on best practices.
  • Acts as a champion in standards and methodology governance, performing code, design and standard reviews for others within the department.
  • Performs other duties as assigned.

As part of the IT Workforce Architecture Project, assigned level P3.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Industrial Engineering, Business Administration, or related field.
  • 5+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.
  • Detailed understanding and 5+ years programming languages (specialized technical requirements as shown in attachment) and strong knowledge of office applications (e.g. Microsoft Office).
  • Hands-on systems experience in one or more of these software technologies and with working knowledge in one or more of the metering systems (from list below) solutions:
    • Unix / Linux
    • PL-SQL
    • SQL server
    • C++ / C#
    • Websphere
    • Java
    • Oracle
  • Demonstrated ability to resolve complex production issues.
  • Understanding of office applications (e.g. Microsoft Office) and one or more of:
    • Landis and Gyr MDMS
    • Itron MV90
    • Honeywell Powerspring
    • Landis and Gyr Command Center
  • Able to accurately estimate work effort based on functional or technical specifications.
  • Experience with database query development, report/dashboard development, advanced analytics such as data mining. 
  • Knowledge in metering systems processes such as VEE, Meter reset, Demand, Manual read processes, billing processes, un-billed processes
  • Knowledge of MDMS parameters and functional modules
  • Knowledge of metering systems table structure and data
  • Ability to work with all levels of the organization, both technical and non-technical
  • Knowledge of AMR and AMI technologies
  • Deep understanding of batch processes and web services
  • Experience with configuring integration middleware such as Websphere

Desired Qualifications

  • An analytical approach to problem-solving, coupled with the ability to conceptualize systems.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
  • Experience with and ability to easily navigate through either SQL Server or Oracle DBMS.
  • Experience with and ability to easily navigate through either IBM AIX or Microsoft Windows Server.
  • Experience working with HP Quality Center for testing management and monitoring.
