Job Description

The Senior Environmental Scientist works with various departments to conduct, review, and monitor environmental compliance activities at PSE’s thermal power generation fleet and gas storage facilities, including administering PSE’s operational permits and other regulatory requirements.  The selected candidate will be responsible for agency coordination and consultation as a PSE representative.  The Senior Environmental Scientist will provide oversight to PSE operations related to air emissions, the acid rain program, Title V permits, spill prevention, waste generation, wastewater discharge and storm water discharge.  Job duties will include development of standard operating procedures, documentation of programmatic evaluations, securing appropriate permits and/or regulatory approvals, providing training and conducting other administrative and regulatory duties, in support of company programs and operations.  

The Senior Environmental Scientist will also uphold safety compliance standards inherent in PSE’s operations and will promote and support a culture of total safety. Job Responsibilities

•    Develops standard operating procedures, documents programmatic evaluations, secures appropriate permits and/or regulatory approvals, and conducts other administrative duties in support of company programs and operations.
•    Responsible for compliance of Continuous Emission Monitoring Systems (CEMS) per 40 CFR Part 75 and 40 CFR Part 60.
•    Develops and gives training on environmental permits and plans.
•    Conducts agency coordination and consultation as a representative of PSE to include meetings and onsite accompanied inspections.
•    Conducts investigations and reporting of permit excursions.
•    Performs and coordinates a wide variety of complex environmental analyses in cross discipline areas and design tasks in the plant and office settings.
•    Prepares and manages projects and supervises consultants in project support
•    Develops compliance reports, standard operating procedures, and documentation of resource management activities and monitoring procedures.
•    Develops and maintains tools for managing daily and annual operating records for operation facilities.
•    Coordination of water quality analysis with WA State certified labs, ensures proper hold times and sampling methods are performed.
•    Gathers and prepares data for monthly, quarterly and annual air emission reporting and NPDES reporting.
•    Supports budget development and tracking.
•    Establishes and maintains data QC and post-processing procedures for all field activities.
•    Provides support for other departmental administrative activities, initiatives and projects.
•    Performs other duties as assigned.
•    Works with various online programs/databases for compliance tracking and reporting.
•    Coordination with waste management group on waste pickups, sampling and analysis.

Minimum Qualifications

  • BS or Master’s Environmental Science, Biology, Hydrology, Engineering, Anthropology, Mathematics, or similar with 7 or more years of experience in the field (four years of appropriate additional experience may be considered in lieu of advanced degree).
  • Experience and proficiency with MS Office, including Excel and Access, or industry equivalent software applications.

Desired Qualifications

•    BA/BS in engineering or physical sciences
•    Advanced degree in environmental sciences, engineering, physical sciences, or management.
•    Experience or familiarity with electric or gas industry.
•    Experience in air emission reporting or permitting in Washington state. 
•    Experience in NPDES compliance 
•    Experience working with regulators to achieve cost-effective and appropriate outcomes

The pay range for this position is $85,000.00 - $141,500.00, and this position is eligible for annual goals based incentive bonuses.
