Job Description
Puget Sound Energy’s Operations Mobile Workforce team is seeking a Senior Application Development Analyst with focused experience in the ESRI ArcGIS software suite.
This role will be responsible for design, build, deployment and maintenance of ESRI ArcGIS platform solutions for our gas and electric business office and field workers. Provide support for a variety of ArcGIS office and mobile applications that support asset maps, situational awareness dashboards, PSE storm response, damage assessment, gas regulatory reporting and pipeline safety, digital leak surveys, vegetation management and field inspections. In addition to ESRI ArcGIS, the role also includes providing support for SBS Automated Utility Design software.
While this will be the primary focus of this position, our team is also looking for an individual whose drive to learning new technology matches the growth of the digital utility industry, specifically in areas of cloud computing, automation, and intelligent monitoring.

Job Responsibilities
- Collaborate with business users to analyze and translate business requirements into technical solutions.
- Diagnoses complex problems, develops and implements GIS solutions. Effectively understand relevant business processes so they can be modeled in internal systems.
- Provides day-to-day support for production environments.
- Performs complex and demanding tasks dealing with the analysis, design, configuration, development and implementation of solutions serving business line and functional units.
- Maintains or develops complex application components (analysis, design, development and implementation of solutions) based on functional requirements in the (specialized technical requirements as shown in attachment) environments.
- Leads coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
- Carries out detailed system design and writes functional and technical requirements/specs, develops test plans and applies testing, and quality monitoring procedures.
- Provides guidance to business and functional units in developing tests and training plans and materials.
- Provides day-to-day support to business users and to IT developer peers, as well as drives improved user productivity through developing and implementing new business process and systems solutions.
- Leads other team members, as required during the development cycle of assigned projects.
- Provides guidance to business and functional units in developing test scripts, training plans and materials.
- Responsible for the identification and resolution of gaps in the business processes. Is involved in security/authorization set-up, user documentation, data interface design, data migration and reconciliation.
- Specifies and applies testing and quality monitoring procedures.
- Provides necessary coordination, facilitating interactive analysis and design sessions with representatives of business line and functional units.
- Contributes to annual and 5-year capital IT budgets.
- Proactively contributes to the overall IT strategy via direct experience in tactical projects and specific user requirements.
- Participates at the departmental level in line organization initiatives, tactics and strategies to act as a liaison from the line organizations to IT for continued development of the internal systems.
- Provides leadership and mentoring to subordinates.
- Participant in project initiation and defines high-level requirements. Works collaboratively with Project Management to organize and lead the development effort.
- Assists in tailoring the development process to meet the project needs and assists project managers in scheduling, budget tasks, and defines high-level requirements.
- Mentors others and monitors other business or technical analysts in project software development methods and processes, and aligns these processes with project needs.
- Based on a solid understanding of scope and processes, can independently gather/establish business requirements of new developments to meet changing business needs.
- Provides technology direction to business for tactical approaches.
- Establishes and manages moderate sized project plans.
- Manages interface activities with middleware systems and processes that connect to core systems.
- Works to create Centers of Excellence based on best practices.
- Acts as a champion in standards and methodology governance, performing code, design and standard reviews for others within the department.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Industrial Engineering, Business Administration, or related field.
- 5+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.
- Detailed understanding and 5+ years programming languages (specialized technical requirements as shown in attachment) and strong knowledge of office applications (e.g. Microsoft Office).
- Possesses full technical knowledge of phases of software development life cycle.
- Experience with at least two full life cycle implementations of a new application or purchased application.
- Extensive knowledge of multiple languages, i.e (specialized technical requirements as shown in attachment) environment, active business processes, business areas, as well as industry.
- Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies.
- Demonstrated understanding of Structured Query Language (SQL).
- Ability to facilitate interactive design and functional specification sessions.
- Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
- Strong analytical problem-solving, and conceptual skills.
- Demonstrated project management skills for moderate sized projects.
- Must be a “team player” able to work with management in developing and implementing new processes and enabling systems. Able to work with end user groups to define application needs and identify feasible solutions.
- Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
- Good organizational skills, with the ability to meet objectives and effectively multi-task.
- Ability to work with multiple levels of the organization, both technical and non-technical.
Desired Qualifications
- Experience with ArcGIS suite of applications, including: ArcGIS Server, Portal, ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, Workforce, Survey123 and Field Maps
- Detailed understanding and at least 2-3 years programming in Python and Javascript
- Demonstrated understanding of Structured Query Language (SQL) and experience with MS SQL Server or Oracle.
- Experience with AWS application hosting and developing infrastructure as a code
- Experience with AutoCAD and SBS Automated Utility Design (AUD) software.

The pay range for this position is $103,100.00 - $181,300.00, and this position is eligible for annual goals based incentive bonuses.
