PSE's Rates & Regulatory team is looking for qualified candidates to fill an open Revenue Requirement Initiatives Program Mgr position!

Job Description

Provide guidance to the organization related to regulatory matters that impact revenue requirement. Manage rate case testimony, exhibits and data requests that impact revenue requirement. Provide alignment between revenue requirement and financial planning and analysis regarding forecasting of revenue requirement. Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Assist in preparation & adjudication of rate proceedings: Assist in implementing case strategies; work with witnesses to develop testimony/exhibits consistent with overall themes, proactively identify and address potential issues and their impact on revenue requirement. Act as point person for all discovery responses, reviewing responses for consistency with overall themes/messages; anticipate potential issues with prepared responses and their impact on revenue requirement and rework responses with witnesses as necessary.
  • Participate in determination of assumptions for revenue requirement forecast/modeling for the plans outlook process: Review results of modeling outcomes to ensure appropriateness and consistency of assumptions. Ensure alignment between how revenue requirement in rate cases are filed and litigated and how they are modeled.
  • Support & provide ongoing guidance on project prudency: Proactively manage prudency documentation and build the regulatory story for capital and O&M investments for inclusion in future proceedings.
  • Provide support for implementation of CETA requirements impacting revenue requirement: Support the Commission’s Used and Useful Standard
  • Provide support to PSE departments that are developing various strategic initiatives: Examples include Electric Vehicle pilot and ultimate disposition of the rental program. Proactively review results and requirements from prior rate filings to ensure that current filings are complete and address all required elements
  • Company & Industry Acumen: Cross functional partners see this person as the subject matter expert; ability to synthesize complex issues and effectively communicate them to management; pro-actively seeks broader responsibilities and knowledge; possesses the ability to step 'out of the weeds' and see the bigger picture

  • Influence: Use analysis to provide expert cross-functional feedback, aligned with strategic objectives that supports and drives business decisions. Able to manage contributors without direct influence toward initiative goals
  • Leadership: Provide guidance, lead interdepartmental projects, assist in educating other staff about how their jobs impact regulatory issues for rate determination and forecasting purposes
  • Demonstrate the ability to delegate efficiently and manage departmental objectives
  • Performs other duties as assigned

Minimum Qualifications

  • Bachelor’s degree in Business, Accounting, Finance, Economics or similar field of study.
  • Seven plus years of experience in finance and/or regulatory roles with progressively increasing levels of responsibility and project management experience.
  • Demonstrated experience in project management across multiple departments and contributors
  • Excellent customer relations skills, including problem solving and conflict resolution.
  • Excellent communications skills (oral, written, listening).
  • Ability to balance multiple projects, priorities and deadlines.
  • Excellent presentation skills with an ability to effectively communicate complex information.

Desired Qualifications

  • Seven plus years of experience providing guidance to organizations related to regulatory & revenue requirement impacts and/or management of rate case testimony, exhibits and data requests and forecasting of revenue requirements
  • 5 years in a relevant department of a regulated utility
  • Familiarity with the Uniform System of Accounts. Working knowledge of SAP, ECC and FERC Module
  • Demonstrated ability to work with Washington utility stakeholders including Commission Staff
  • Previous revenue requirement experience
