PSE's Regulatory Affairs team is looking for qualified candidates to fill an open Regulatory Consultant position!

Job Description

Develops, implements and administers electric and gas tariffs and contracts. Develops and issues rate and tariff interpretations, contractual agreements and rules of service. Acts as an internal resource for interpretation of the company’s more complex tariff schedules. Provides expert testimony or support in regulatory proceedings. Provides training, direction and guidance to other regulatory consultants and analysts in the department.

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Develops, implements, and modifies electric and gas tariff schedules and contracts.
  • Develops and issues tariff schedule and rule interpretations, contractual agreements and rules of service to facilitate formal responses to Company internal inquiries or customer inquiries or UTC complaints.
  • Acts as an resource for interpretation and implementations of Company’s more complex tariff schedules.
  • Provides expert data analytical support in tariff related issues and in tariff implementation and administration.
  • Skills in SAP Business Explorer, SAP Work Management, and Microsoft Office tools.
  • Develops and collaborates with other Company leads on state compliance reporting related to tariff schedules. 
  • Keeps abreast of new regulations or laws that affect the company’s tariff schedules and develops updates to the tariff schedules.
  • Collaborates with other Company leads on tariff issues.
  • Assists in development of regulatory policy and strategy.
  • Prepares regulatory filings, reports, and rate case testimony.
  • Coordinates and review work product prepared by others in the department.
  • Provides expert testimony on tariff topics and regulatory matters.
  • Works cooperatively with staff from other departments to communicate pending or upcoming regulatory proposals and obtains input from others in aligning regulatory proposals with company objectives.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor degree in business, accounting, economics, finance, or applicable field and ten years of regulatory experience, or an equivalent combination of education and relevant experience.
  • Strong management and communication skills.
  • Thorough understanding of utility economics and state rules and regulations.  Detailed understanding on the technical areas of responsibility and general understanding of the fundamentals of revenue requirement, power costs and related issues.
  • Proficiency in Microsoft Office tools.

Desired Qualifications

  • CPA, PE and/or MBA.

The pay range for this position is $91,100.00 - $151,600.00, and this position is eligible for annual goals based incentive bonuses.
