PSE's Environmental Services team is looking for qualified candidates to fill an open Regulatory Compliance Analyst position!

The Regulatory Compliance Analyst role is a foundational team member who works with a group of environmental professionals and subject matter experts to support regulatory compliance efforts in the company. In undertaking this effort, a Regulatory Compliance Analyst works with a team to research, plan, develop and implement environmental compliance programs to support the company in striving to meet all federal, state and regulatory requirements; advises other departments on regulatory requirements; conducts employee training on applicable requirements; works with subject matter team and legal representatives to participate and provide input into federal and state rulemaking proceedings; and monitors federal and state regulations, orders and rules to stay informed of current and changing requirements.  

It is of paramount importance that this role works with other team members to adhere to the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities and promotes and supports a culture of total safety.

Job Responsibilities

  • Works with subject matter experts that oversee environmental cleanup projects related to legacy activities (as regulated under CERCLA and MTCA), management of hazardous materials (e.g., under EPCRA and SPCC), management and disposal of dangerous/hazardous wastes (Washington Dangerous Waste Rules and RCRA), and spill response at PSE facilities and offsite within its service area.
  • Researches and remains current on federal, state and other statutes; regulations; and orders.
  • Provides support in the development, implementation and documentation of environmental programs in accordance with all regulatory requirements, including reporting requirements.
  • Provides support in developing training programs covering regulatory compliance issues and conducts necessary training.
  • Coordinates with compliance personnel in other departments.
  • Works cooperatively with staff from other departments to communicate pending or upcoming regulatory proposals and obtains input from others in aligning regulatory proposals with company objectives.
  • As directed, researches and assesses industry best practices in environmental compliance.
  • Establishes and maintains environmental compliance materials including report templates, documentation guidelines and training materials.
  • Supports immediate supervisor or manager in responding in a timely manner to day-to-day requests from business units on environmental compliance matters.
  • Runs, in collaboration with other analysts, PSE’s compliance tracking program.
  • Provides support and maintenance of department dashboards and website.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in business, accounting, economics, finance, engineering; or applicable field, and one year of applicable experience; or an equivalent combination of education and experience.
  • Strong written and verbal communication skills.
  • Understanding of federal and state rules and regulations concerning compliance processes and procedures.
  • Demonstrated ability to learn and apply new and upgraded computerized systems to job responsibilities, including use of software tracking mechanism for compliance issues, word-processing, spreadsheets and presentation programs.  
  • Proficiency in Microsoft Office Excel, Word, PowerPoint, Outlook, Access

Desired Qualifications

  • 2 years of environmental compliance experience in a regulated industry.
  • Understanding of utility operations and regulations.
  • Experience or familiarity with the electric or gas industry, or similar industrial settings.
  • Understanding of federal and state environmental rules and regulations.
  • Familiarity with EPCRA, MTCA, SPCC, and waste regulations.
