Job Description

Puget Sound Energy’s Regulatory Policy Department is looking for a Regional Energy Policy Consultant to join our team! Regulatory Policy is a fast paced group within Puget Sound Energy that is constantly striving to improve company processes, compliance and policies. This role participates in regional energy forums that develop energy policies and influence decisions, to better position the company in achieving its short and long-term energy and transmission objectives. 

The Regional Energy Policy Consultant will work closely with other regional industry entities, and maintain collaborative, constructive and effective relationships. This position will review regulatory, technical, energy market and legal requirements and develop policies and strategies necessary to meet company needs. Key areas of focus include: the Energy Imbalance Market and related regional developments, California Independent System Operator requirements, California Air Resources Board regulations, and Bonneville Power Administration coordination. 

Job Responsibilities

  • Attends regional energy policy meetings where the company has a vested interest and represents those interests, influencing the outcomes of these discussions.
  • Develops alternatives on policy issues, presents these to PSE executives, and negotiates towards desired results with various regional entities.
  • Meets regularly with industry peers and management.
  • Monitors state and federal energy policy and reliability initiatives affecting the company’s energy supply and transmission needs.
  • Helps develop goals and sets objectives as well as relay the corporate vision to team members.
  • Prepares regular reports for staff and management on current energy policy issues.
  • Acts as a liaison with PSE’s functional groups and compliance departments.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree with a technical or commercial focus, or equivalent combination of education and/or relevant experience.
  • 7 years’ experience in the power or utility industry including 5 years of Pacific Northwest regional energy experience.
  • Strong negotiating, problem solving and conflict resolution skills.
  • Strong written and verbal communication skills and an ability to interact with all levels of the corporation.
  • Knowledge of financial and accounting principles.
  • Advanced spreadsheet and computer skills.

Desired Qualifications

  • Knowledge of BPA power and transmission cost and revenue structures.
  • Experience in utility rate cases.
  • Ability to work in a diverse interest group.
