PSE's Planning team is looking for qualified candidates to fill an open Portfolio Permit Strategist position!

Job Description

Portfolio-level strategist for PSE energy infrastructure requiring complex permitting and regulatory approvals within communities with active community engagement. Provides strategic leadership and guidance to capital portfolio implementation, project teams and stakeholders. Responsible for strategic communications plan in support of delivering PSE’s portfolio. Possesses a thorough understanding of land use and environmental issues, complex political and engaged community issues and can adeptly navigate competing interests within a single jurisdiction, across multiple jurisdictions and the PSE service territory. Develops capital portfolio level and program/project specific strategies and provides expertise across multiple touchpoints as lead negotiator in managing strategic compromises necessary for the benefit of PSE and its customers.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Works independently and as team lead in guiding portfolio implementation, particularly high profile energy infrastructure projects and programs, through complex regulatory approvals and community acceptance.
  • Provides strategic permitting and regulatory communications plans for the implementation of critical components of the PSE portfolio.
  • Develops and implements strategic compromises within the community when necessary for PSE’s overarching benefit.
  • Leads cross-department and cross-business unit conflict resolutions with jurisdictions with a strategic focus for PSE’s overall success.
  • Provides strategic guidance when revisions to existing land use-related regulations are necessary in order to successfully construct PSE infrastructure.
  • Leads PSE’s strategy on new local, state and federal Code and Regulatory actions.
  • Mentors, guides and trains others.
  • Participates in emergency response efforts as needed.
  • Performs other duties as assigned.

Minimum Qualifications

  • BA/BS in Urban/Land Planning, Natural Sciences or Engineering, Political Science, or related fields
  • 10 years’ experience in land use and environmental permitting of utility infrastructure or similar linear projects with demonstrated increasing complexity over time
  • Extensive knowledge of regulatory procedures and processes at the local, state and federal levels
  • Understanding of municipal political processes and structure
  • In depth knowledge of utility construction and operational requirements
  • Ability to read and understand complex utility infrastructure construction drawings
  • Proven ability to manage and resolve conflicts

Desired Qualifications

  • MS or PhD in Urban Planning, Political Science or related fields
  • Proven leadership experience
  • In depth knowledge of utility construction and operations and PSE standards and practices
  • In-depth understanding of regional energy and local political climate related to energy issues
  • Post graduate work in land planning, environmental or natural sciences, public administration or related field
  • Professional Engineer License or Certification in Land Planning or related field. (P.E. AICP, Certified Wetland Specialist, etc.)
