Senior Manager of Web, Mobile, and Enterprise Technologies


Puget Sound Energy is looking for a Senior Manager to lead our web, mobile, and enterprise technologies teams. This is a manager-of-managers role, with three distinct teams supporting our internal and external websites, our mobile app, and technologies that support PSE enterprise-wide.


This position will play a critical role in technology delivery at PSE in the coming years – helping us develop and deliver on a multi-year roadmap in support of our clean energy goals! Both our customer-facing technologies as well as internally facing systems will need to be built, improved, and supported in order to deliver the best customer-experience possible as we work to become a Beyond Net Zero Carbon company by 2045!

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and builds effective teams:
  • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings. No preference which category it goes in, but probably only need to say it once.
  • Sets clear expectations and holds employees accountable for performance as well as goals/targets where applicable.
  • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
  • Challenges and inspires employees to achieve business results. Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
  • Conducts and ensures the completion of performance review.
  • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Interacts with senior leaders on matters of significance to PSE.
  • Responsible for integration of various related functions across organizational and functional lines.
  • Leverages technical domain knowledge and applies critical thinking to address problems of systems integration and compatibility for multiple areas or enterprise-wide.
  • Continually reviews current IT responsibilities against corporate needs to identify areas where technology can resolve current business problems by the evaluation, integration, implementation and support of such technology and by providing and maintaining a documented set of technology standards (hardware and software) for corporate use across multiple areas of responsibility and technology domains.
  • Ensures that application systems and/or infrastructure platforms are developed/deployed/customized in a way that is in compliance with PSE architectural standards and established methodologies and practices.
  • Oversees purchasing activities for assigned IT segment or area.
  • Owns overall strategy for optimizing the use of technology across multiple domains and enterprise-wide. 
  • Overall responsibility and accountability for the end to end system management including design, analysis, development and maintenance of systems and services for enterprise wide technologies and services.
  • Owns overall approach for setting enterprise-wide and assigned IT areas service level targets, and coordinates with peers to influence those targets.  Monitors service levels to ensure performance against targets.

Additional Responsibilities

  • Fosters and maintains good relationships with customers to ensure processes are integrated to support expected customer service levels.
  • Establishes and maintains business partnerships with a high level of trust and confidence in the team’s ability to deliver.
  • Partners with other IT areas, at highest levels, to accomplish goals and coordinate cross-departmental work activities and resource needs.
  • Works closely with customers and colleagues to identify and maximize opportunities to use technology solutions to improve business processes and support critical business strategies, and promote the strategic use of enterprise-wide technologies.
  • Provides direction/support to project managers and integrates activities with other IT departments to ensure successful implementations, project goals, and issue resolutions are met.
  • Assumes primary responsibility for management of consultants with a relationship to technology area.
  • Evaluates and verifies employee performance through the review of work on basis of how their teams meet established objectives.  Holds staff accountable for meeting assigned objectives in accordance with expected timelines and budgets.
  • Cultivates, disseminates and enforces functional policies, procedures and standards for the team.
  • Advises on selection of technology related purchases for new or standard approved technologies across multiple technical domains and enterprise-wide.
  • Develops and maintains key strategic vendor relationships associated with assigned IT segment or area to ensure service level agreement and deliverables are met.
  • Develops mid-term (1-3 years) IT operational plans and strategies within IT area of responsibility
  • Leads process of setting service and budget targets for all units in assigned IT segment or area, and coordinates with peers to influence their targets.  Monitors service levels and established budgets to ensure performance against targets.
  • Reviews team metrics, SLAs and KPIs for sub-groups and identifies opportunities for continuous improvement
  • Keeps pace with current technologies and best practices related to multiple IT areas as well as enterprise-wide.
  • Maintains a thorough knowledge of the multiple IT areas.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in computer science, engineering or related discipline; or equivalent combination of education and work experience
  • 10 years’ experience in web, mobile, or other software/application technologies, including driving strategic planning, development, implementation, and maintenance of both internal and customer facing technologies.
  • 4 years’ experience in project or program management of multiple major development projects using formal SDLC (Software Development Life Cycle) methodologies, including Waterfall, Agile, and/or DevOps.
  • Deep understanding of project and software development and can demonstrate proficiency in the applied use of systems and process analysis tools.
  • Ability to lead an organization working on multiple projects through subordinate managers
  • Solid knowledge of online and mobile based technologies
  • Ability to work across all levels of the organization, including technical, non-technical, management, and executive leadership.
  • Excellent analytical problem-solving and conceptual skills.
  • Excellent verbal and written communication skills.
  • Ability to manage large to very large projects: organized, independent, and results-oriented.

Desired Qualifications

  • Masters or other advanced degree.
  • Experience with transforming and improving Agile delivery methods and tools.
  • Sitecore, AWS, microservices/integration technologies, OpenText, and SharePoint are all desirable.
  • Experience in developing and executing Inter/Intranet and eCommerce solutions for Fortune 500 level companies.
