PSE's Energy Resource Development team is looking for qualified candidates to fill an open Manager Resource Development position!

Job Description
The Manager Resource Development works with PSE executives to align our business strategy and manage PSE’s energy resources portfolio to include capital, operational, risk, compliance and/or budget requirements. Collaborates with other PSE departments, resource and regulatory agencies, and other discipline-related organizations to develop policy and programmatic direction. Serves as a key witness in regulatory proceedings.
This position manages the development of strategic resources to support the company’s energy supply portfolio. Leads and coordinates key functions in the development of potential generation and transmission resources from opportunity identification, proposal creation, and project development through start of construction. Oversees project development including negotiations and oversight, for the build out of new renewable energy resources, new capacity resources, the redevelopment of existing resources, and possible transmission facilities necessary to serve load. This includes developing and implementing self-build strategies, evaluating potential asset targets, and shepherding the self-build development through the entire development life cycle. Represents PSE’s interests in commercial development agreements with outside parties.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

- Conducts and ensures the completion of performance reviews and development plans.
- Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
- Leads the development of PSE’s generation self-build opportunities and creates development proposals to be evaluated in the Company’s RFP (request for proposal) process.
- Leads the planning and development of PSE’s transmission development as required to support PSE generation requirements in the region.
- Oversees financial feasibility analyses, engineering plans, operational plans, environmental strategies, legal review and real estate review.
- Oversees and leads negotiations of business deals critical to PSE's corporate growth strategy, including acquisitions and development projects, purchase and sales agreements, O&M agreements, real estate agreements, interconnection agreements, and service agreements.
- Directs efforts to cultivate and consummate co-development opportunities with Independent Power Producers that would lead to long-term ownership opportunities of generation assets.
- Creates resource strategy for purposes of optimizing RFP bid submittal proposals that compete with third party submissions.
- Leads due diligence reviews of energy resource additions and other commercial transactions, including financial feasibility analyses, engineering review, operations review, environmental review, legal review, and real estate review.
- Represents PSE’s commercial interests in arrangements where PSE enters into joint development agreements with outside parties for new energy resources and other commercial transactions.
- Oversees and negotiates business deals required to successfully implement an acquisition or development, including purchase and sales agreements, joint ownership agreements, construction agreements, joint development agreements, O&M agreements, real estate agreements, interconnection agreements, and service agreements.
- Proactively builds consensus among stakeholders and department personnel.
- Works with PSE legal counsel to support and align Energy Resources’ business strategy.
- Directs technical resource modeling and forecasting studies.
- Prepares and manages departmental and programmatic budgets to achieve corporate goals.
- Ensures that all conditions are met related to deal closing and that acquisition is fully and successfully transitioned into PSE’s resource portfolio.
- Post closing, manages PSE’s ownership interest in renewable resources, overseeing financial matters, community relations, regulatory compliance, budgets, and contractual requirements.
- Functions as PSE’s subject matter expert or appointed as a leader on matters related to specific resource including technology development, state and federal regulations, and technical review and due diligence.
Minimum Qualifications
- Bachelor’s degree in engineering, finance, economics, business administration or other related field of expertise (appropriate additional experience may be considered in lieu of degree).
- Ten (10) years of increasing responsibility in the electric utility or independent power sector to include experience in project development, implementation, and energy resource acquisitions.
- Demonstrated experience and ability to lead and influence cross-functional teams and stakeholders.
- Strong analytical skills to effectively and efficiently analyze a wide array of potential business challenges.
- Proven experience achieving structured results for unique acquisition, resource integration, operations and/or maintenance projects.
- Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.
- Excellent verbal and written communication skills, including ability to contemporaneously document evaluation, due diligence and negotiation initiatives for later prudence purposes.
- Strong organizational skills to manage complex projects.
- Proficient with MS Office suite of word processing, presentation and spreadsheet applications.
- Ability to understand complex financial pro formas and provide direction.
- 24/7 availability to support infrastructure and resource emergencies.
Desired Qualifications
- MBA, related post-graduate degree, and/or license as a Professional Engineer.
- Fifteen (15) years of experience in project development, implementation, asset management or acquisition with experience in Northwest.
- Strong presentation skills and proficiency with presentation software applications.

The pay range for this position is $106,600.00 - $253,200.00, and this position is eligible for annual goals based incentive bonuses.
