PSE's Gas Operations team is looking for qualified candidates to fill an open Manager Public Safety position!

Job Description

Leads the development and execution of the company’s strategies for preventing damage to underground facilities; training fire fighters, police officers and 911 call takers in responding to gas and electric incidents; complying with state and federal regulations governing pipeline safety public awareness; and educating the public on how to be safe around natural gas and electric facilities. Represents the company regarding these areas in key relationships with agencies, regulators and other stakeholders. Identifies potential risk areas and cross-functional opportunities for improvement.

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

 

Responsible for gas safety compliance work and compliance with PSE’s Gas Operating Standards and Gas Field Procedures when engaged in operating, maintaining, constructing or engineering PSE’s natural gas system. Promotes and supports a culture of total safety.

 

This position may be subject to random DOT drug and/or alcohol testing.

Job Responsibilities

  • Employee Safety, Development & Team Building - Provides employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews and development plans.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Represent the company on state-wide damage prevention and public awareness boards, including the Dig Law Safety Committee, the UTC Dig Law Stakeholder Group, and the Pipeline Association of the Northwest that interpret the dig law, guide changes in regulation and coordinate statewide pipeline safety education between pipeline operators.
  • Oversees PSE’s outreach and enforcement efforts with excavators and the public to prevent damage to PSE’s underground facilities.
  • Manages PSE’s compliance with pipeline safety public awareness regulations and the reporting of damages to underground facilities.
  • Develops and implements companywide damage prevention programs, policies and strategies.
  • Leads the communications and outreach components of company efforts to ensure public safety around natural gas and electric facilities.
  • Identifies and prioritizes key public awareness and damage prevention risks and develops the risk management and mitigation plan that addresses each risk in a timely and efficient manner.
  • Works across operational and staff departments to ensure integrated strategy and execution.
  • Builds and maintains excellent relationships with key regulators and stakeholders such as the UTC, the Washington Dig Law Safety Committee, and Washington 811.
  • Performs emergency and storm duties.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in communications, engineering, project management or related field and 7 years of related work experience; or an equivalent combination of education and work experience.
  • Understanding of state and federal laws governing damage prevention and pipeline safety.
  • Understanding of utility gas and electric safety risks and what the company does to mitigate them, including emergency response procedures.
  • Ability to facilitate agreement among diverse stakeholders; and speak well about utility safety practices in front of the media, public and employees.
  • Proven experience in managing complex projects with cross-functional teams and in an ever-changing and fast-paced environment.
  • Practical and successful application of community engagement strategies and tactics.
  • Ability to contribute effectively in peer management teams.
  • Excellent oral and written communication skills.
  • Skills and experience in collaboration and team building.
  • Professional level competencies necessary to comprehend, analyze, and influence a wide range of complex business units and corporate-wide initiatives and issues.
  • Demonstrated ability to lead and manage multiple priorities and irregular schedule commitments.
  • Ability to manage projects, work with other departmental teams and deliver on commitments.
  • Proficiency in MS Office tools.

Desired Qualifications

  • Advanced degree in strategic leadership or management.
  • Broad knowledge of gas and electric utility rates, business objectives, to include operations, customer service, finance, and corporate relations.
  • Public affairs acumen/aptitude. Understanding of working with communities and civic world, and its effect on PSE projects.
