Job Description

PSE's Clean Energy Strategy team is working to fulfill the policies of the Clean Energy Transformation Act - reaching clean electricity standards and ensuring the equitable distribution of benefits and burdens to all customers benefit from the clean electricity transition. We are driving to develop and implement how we consider distributional, procedural and structural equity as we move towards 100% clean electricity by 2045. This includes a focus on establishing metrics to show progress, defining historically marginalized communities, and assessing the impacts of our actions on all customers, especially vulnerable and highly impacted populations. The Energy Equity Initiatives Manager is responsible for leading the development and implementation of strategic initiatives related to equity in regulatory proceedings and subsequent policy development. This role serves as liaison with UTC (Utilities and Transportation Commission) on associated matters.

Job Responsibilities

  • Leads the development and implementation of regulatory strategic initiatives in coordination with regulatory directors and managers, specifically in the area of equity in clean energy programs and actions. 
  • Collaborates with other departments to ensure successful implementation and analysis of customer benefits in company work products, including the Clean Energy Implementation Plan.
  • Define and manage metrics for core programs and processes, and track delivery against program objectives.
  • Support internal and external partners in the use of quantitative and qualitative data for decision-making and continuous quality improvement through distributional equity analysis.  
  • Translates best practices of equitable engagement into readily consumable resources and programs aligned to business and program needs.
  • Leads regulatory policy development with assistance from regulatory directors, managers and internal business partners. 
  • Serves as liaison with the UTC staff on CETA customer benefits, and regulatory proceeding and issues under consideration by the commission. 
  • Provides RCW (Revised Code of Washington) and WAC (Washington Administrative Code) interpretations, clarity and guidance to regulatory, customer care and other business units, to ensure compliance with state laws and regulations. 
  • Support the preparation and presentation of data requests, reports and briefings that summarize results and interpretations of findings for a wide range of audiences including policy makers, system administrators, service providers, advocates and community.
  • Creates communications regarding regulatory activities for company-wide circulation. 
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in business, public relations, communications; or equivalent combination of education and/or relevant work experience.
  • 7 years relevant work experience specifically in regulatory affairs including state strategy and policy.
  • Excellent customer relations skills, including problem solving and conflict resolution.
  • Excellent communications skills (oral, written, listening).
  • Ability to balance multiple projects, priorities and deadlines.
  • Excellent presentation skills with an ability to effectively communicate complex information.
  • Uncompromising ethics and integrity.

Desired Qualifications

  • MBA or 2 years in ethnic studies, social work, community development, public health, environmental studies or sciences, public policy, or another multi-disciplinary area
  • Two years of experience including areas of equity and inclusion preferably in a non-profit, public sector, or service environment 
  • Two years of experience in developing equity and inclusion programs, developing plans, developing and implementing equity tools, monitoring progress, conducting trainings, and interacting with and selecting third party contracts, such as consultants and vendors; Or an equivalent combination of education and experience.
  • Working knowledge of public works and procedures.
