PSE's  team is looking for qualified candidates to fill an open Dir Customer Energy Management position!

Job Description

Provide leadership and managerial oversight to the Department of Customer Energy Management. This includes day-to-day operational management of the Business Energy Management, Residential Energy Efficiency, Customer Experience and Program Development and Evaluation functions. Provide direction for the policy development and implementation of PSE's suite of energy efficiency programs to meet mandated savings targets as required by law, including those that are revenue bearing, in coordination with other customer-facing departments. The formulation of policy and program recommendations which support utility wide goals and  objectives will be required, including reviewing proposed legislation, standards, and codes as well as the integration demand-side energy management programs for utility planning. Responsible for engagement with applicable regulatory staff (e.g., Washington Utility & Transportation Commission) and mandated Advisory Group participants and seeking out and leveraging partnerships locally, regionally and nationally which support the utility's suite of programs.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Lead the development and coordinate the approval of demand side resources and budgets to ensure the maximization of cost effective programs and services for gas and electric customers, the utility and where appropriate, the company's shareholders.
  • Drive the innovation and execution of customer focused programs to meet savings targets, including program management, marketing and outreach as well as to serve as customers’ clean energy provider of choice.
  • Work with customer-facing and energy-resource planning departments to align program development and customer outreach strategies.
  • The provision of leadership and direction of operating budgets will be paramount in order to ensure that resources are efficiently and effectively utilized and in accordance with all audit and regulatory requirements.
  • Ensure the continued nurturing of effective working relationships with customers, employees, stakeholders, regulators.
  • Demonstrate a sustained commitment to meeting prescribed performance targets and support for accountability while continually working to improve inter and intra-departmental working relationships.
  • It is expected that leadership and support will be provided to continually improve business practices and process.
  • Leadership by this position will also be expected in terms of continuing to make the department a great place to work.
  • It is also crucial that that changes in organizational and business priorities are articulated to staff in a way that encourage action and support.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree in Business, Public Administration, Engineering or other relevant field is required.
  • Substantial management and leadership experience in utility management, energy management, environmental affairs or related area of responsibility is expected to be typically gained through 10 or more years of progressively responsible assignments.
  • At least 7 years as a manager in a large complex and diverse organization.
  • Demonstrable knowledge of energy management, federal and state energy and environmental regulations and the energy efficiency industry.
  • Must be able to model and foster effective customer service.
  • Ability to coach, counsel and develop employees.
  • A willingness to provide management direction in an environment of change and the capability to make difficult and challenging decisions and provide clear direction.
  • A drive to integrate and closely coordinate with other PSE organizations and initiatives.

Desired Qualifications

  • Master's degree with 15 years of utility experience is preferred in addition to the required qualifications.
