PSE's Planning team is looking for qualified candidates to fill an open Data Scientist position!

Job Description

PSE is looking for a Data Scientist to join Asset Management under the Planning organization.  This individual will collaborate with the business partners to answer their business questions by using advanced data analysis techniques.  They will work closely with the Information Architect, Data Architect, Data Engineer, and Business SME’s to design and develop solutions to improve business values and end-user experience. Through their work, they will lay foundation of best practices and framework that others can follow.

 

The ideal candidate will have experience with introducing and implementing data management standards, designing and developing machine-learning-models, creating predictive and prescriptive analytics algorithms, data preparation processes, data quality assessment and remediation strategies, data cataloging, tagging and decision-tree management.  They should also be capable of mentoring Associate or Citizen Data Scientists as they work through various data modeling and analytical projects.

 

PSE data scientists typically:

  • Independently gather requirements directly from business communities 
  • Create AI/ML models that balance human judgment with machine intelligence
  • Communicate these requirements to technical teams and data science colleagues
  • Support our analytical community of practice-, and collaboration and mentoring model
  • Participate in large-scale data science initiatives, and support and maintain finished data science products 
  • Design and create data models and queries to organize and offer insights to users to help them understand model outcomes
  • Train machine learning models to guide other community of practice colleagues
  • Assess dataset data quality, perform cleansing and preparation of large structured, semi-structured and unstructured datasets
  • Write standards, and best practice methodologies to enable data science outcome quality

 

Initially their task will be to help support PSE’s Vegetation Management and Wildfire strategies. They will provide tools and predictive solutions to help drive decision around developing a vegetation management and Wildfire strategies that will meet internal, external, and regulatory requirements.  Following this, they will provide support for other asset management jobs and help influence capital spending decisions. This role will also support Department of Planning’s reliability, resiliency, and asset management programs. 

 

This person will be expected to uphold the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. They will promotes and support a culture of total safety.

 

This position may be subject to random DOT drug and/or alcohol testing.

Job Responsibilities

  • Determine, prioritize, and create AI/ML models to improve Asset Management projects.
  • Determine overall data science standards, guidelines, best practices and approved modeling techniques.
  • Work with the business stakeholders to identify what the business requirements are and the expected outcomes. Model and frame business scenarios that are meaningful and which impact on critical business processes and/or decisions.
  • Work cross functionally with business analysts, information architects, and data architects, identify what data is available and relevant, including internal and external data sources, leverage new data collection processes such as smart meters and geo-location information or social media. Work with Data Engineers to support data collection, integration and retention requirements based on the input received.
  • Work in iterative processes with the business and validate findings. Expose the rationale of the findings in easy-to-understand terms.
  • Develop design of experiment to validate model result by comparing appropriate samples using statistical testing and A/B testing. 
  • Demonstrate ability to employ the appropriate algorithm for various business problems. 
  • Timely delivery of analysis. Due to the experimental approach to the problem, data scientists are at risk of over analyzing. Being able to define a "good enough" result is critical. 
  • Develop data & analytics products that will help improve the ways in which we conduct business and increase operational efficiencies.
  • Establish metrics for tracking the business values from data science projects. 
  • Develops and executes department strategy to support overall business objectives.
  • Support emergency response work as requested including immediate and extended restoration efforts driven by weather and other system failures.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Computer Science, Industrial Engineering, Business Administration, or related field. 
  • 8+ years IT experience, including several years of systems development experience in the design and development of department-wide or enterprise-wide applications.
  • Detailed understanding and 8+ years programming (specialized technical requirements as shown in attachment) and strong knowledge of office applications (e.g. Microsoft Office).
  • Experience with at least four full life cycle implementations of a new application or purchased application.
  • Possesses full technical knowledge of phases of software development life cycle. 
  • Knowledge of systems and/or business analysis design concepts. Demonstrated proficiency in the applied use of systems and process analysis tools. Full system life cycle experience, including development lifecycle methodologies.
  • Ability to facilitate interactive design and functional specification sessions.
  • Highly developed interpersonal, written and verbal skills with an ability to express complex technical concepts in business terms. Excellent technical writing and system documentation skills.
  • Strong analytical problem-solving and conceptual skills. 
  • Demonstrated project management skills for medium to large-sized projects. 
  • Must be a “team player” able to work with management in developing and implementing new processes and enabling systems.  Able to work with end user groups to define application needs and identify feasible solutions. 
  • Proactive, self-motivated with the ability to motivate others and a customer-focused service attitude.
  • Good organizational skills, with the ability to meet objectives and effectively multi-task.
  • Ability to work with all levels of the organization, both technical and non-technical. 
     

Desired Qualifications

  • 3 Years’ experience creating AI and ML models within corporations to support business processes.
  • Experience with managing multiple Data and Research Science teams and large scale projects simultaneously. Experience with prioritizing multiple small Data Science initiatives.
  • Managed multiple large scale, end-to-end data science projects simultaneously.
  • Experience with mentoring data scientists and business users.
  • Experience building, tuning, and managing the creation of machine learning models for business applications including data cleansing, ordering and tagging (data wrangling).  
  • Solid experience with data scripting language like Python, R etc. Experience in SQL and data manipulation techniques. 
  • Experience with Machine Learning, Data Science algorithm visualization. 
  • Have a good understanding of Machine Learning techniques such as Regression, clustering, decision trees, random forests, NLP, etc.
  • Experience using source control tools like Git or Subversion
  • Experience with developing analytical models within and across multiple data domains
  • Demonstrated success in performing within a functional organizational environment, preferably with a Utility company
  • Innovative mindset. Thinking beyond the status quo
  • At least one Data Science project independent initiation to completion experience
  • Knowledge of AWS SageMaker, SAP HANA PAL and Anaconda.
  • Experience with data visualization tools like PowerBI or Tableau.
  • An analytical approach to problem-solving, coupled with the ability to conceptualize systems.
  • Experience with and ability to easily navigate through either SQL Server or Oracle DBMS.
  • Experience with and ability to easily navigate through either IBM AIX or Microsoft Windows Server
  • Experience working with HP Quality Center for testing management and monitoring
