PSE's VP Clean Energy Strategy team is looking for qualified candidates to fill an open DER Strategy Development Manager position!

Job Description

PSE’s Clean Energy Strategy team is working to build a clean energy future. Washington’s new Clean Energy Transformation Act sets a trajectory for electric utilities to be carbon neutral by 2030 and using 100% clean energy by 2045 and distributed energy resources (DERs) are a central component of PSE’s approach. The DER Strategy Development Manager will contribute to these efforts by identifying the platforms, processes, and tools that are needed to enable PSE’s portfolio of DER programs, projects, and operations to succeed at scale. PSE anticipates that this portfolio will include DER technologies and program options such as rooftop and community solar, battery storage, and demand response.


The DER Strategy Development Manager leads and champions platform and process development, including gathering internal and external stakeholder requirements, conducting gap analyses, conceptualizing solutions, developing business cases, and creating long term roadmaps to grow PSE’s capabilities. The role also leads cross-functional teams to design, test, implement, and continuously improve platform and process solutions. Areas of focus may include: billing and payment solutions, DER interconnection processes, virtual power plant and DERMS platforms, grid modernization, and the development of roles and responsibilities across the DER lifecycle. This role will contribute to regulatory proceedings and filings, particularly those related to the Clean Energy Implementation Plan.

The DER Strategy Development Manager works in highly matrixed and cross-functional settings, bringing together operational, customer, IT, regulatory, and other requirements to create a set of foundational systems that support PSE in launching a portfolio of new DER options for our customers. This role works across both customer-facing and operational parts of the utility to ensure seamless performance of DERs to both customers and the company. The successful candidate will be comfortable with ambiguity and excited by the prospect of bringing together diverse perspectives to build a multi-year roadmap for DER enablement that addresses people, process, and technology needs.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Develops and champions platform concepts: Identifies platforms that will enable DERs to scale quickly and at lower costs. Anticipates future company needs. Coordinates platform development with grid modernization efforts. Develops, prioritizes, and manages platform roadmap through regular engagement with internal and external customers, as well as industry stakeholders. Leads internal teams and provides strategic direction to bring platform concept through internal and external approvals and to launch.
  • Identifies and addresses process gaps: Examines PSE’s existing processes around DERs and proactively identifies and addresses potential bottlenecks. Prepares PSE to interconnect and operate a much higher volume of DERs over the next 10 years. Works closely with existing teams to improve processes, implement new processes, and integrate with existing technology platforms. Sequences and prioritizes process improvements appropriately based on importance, dependencies, and strategic objectives.
  • Leads operational planning: Leads team to identify best means to deliver solutions, including addressing people, process, and technology gaps. Identifies, builds relationships with, and negotiates contracts with external partners or vendors as necessary to deliver all aspects of product. Establishes KPIs and reporting for platforms and processes as appropriate.
  • Manages the DER enablement roadmap: Creates and maintains a 5 year view of platforms, processes, tools, and resources needed to support increased volumes of DERs. Sequences improvements to align with strategic priorities and DER deployment plans. Executes against the roadmap.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in business, marketing, finance, engineering or related field
  • 7 years’ experience in leading/implementing complex multi-disciplined market/program/product analysis, research, evaluation, or technology launch
  • Proven ability to lead and influence cross-functional teams and stakeholders to deliver complex projects
  • Excellent organizational, analysis, and problem solving skills including applying analysis and statistical methods to study complex and unique business issues.
  • Proven ability to lead or oversee financial modeling
  • Proven ability to identify and use advanced analytics
  • Proven project management skills
  • Excellent written and oral communication skills
  • Excellent organizational and interpersonal skills
  • Ability to synthesize data and other information into clear, actionable deliverables
  • Ability to build trust and and value-based relationships with employees at all levels of internal and external organizations.
  • Ability to effectively manage conflict
  • Advanced skills in Excel, Word, PowerPoint, other presentation and analytical tools

Desired Qualifications

  • Advanced Degree
  • Experience in energy sector, particularly with distributed energy resources
  • Experience with utility operations, dispatch platforms, interconnection processes, and/or billing systems
  • Experience leading IT or OT system design, development, and deployment
