Come help Puget Sound Energy’s IT department develop our digital workforce. This is a new position that will provide oversight and development of the IT digital workforce strategy. We are looking for someone with experience working with HR and other business partners to develop and modernize IT’s Workforce Architecture.

Job Description
  • Provides oversight for IT digital workforce strategy.
  • Develops a cross-IT emerging skills roadmap, and provides oversight for plans to address any department skill gaps.
  • Performs highly complex IT analysis across multiple IT teams, technologies and roles to ensure future workforce needs of IT are recognized and plans are developed.
  • Oversees and develops cross-IT training program, including development of business acumen training for all of IT.
  • Has advanced knowledge of the modern work place and skills required for digital transformation.
  • Acts as a PM or lead for IT digital workforce related projects, processes and tasks.
  • Partners with HR department to oversee IT recruiting.
  • Ownership and oversight of our annual IT Intern Program.
  • Responsible for driving new IT recruitment piplines, including identification of new channels for finding IT resources.
  • Develop and deliver IT events to increase company awareness of IT services, roles and teams, in support of increasing internal opportunity and recruitment for future job openings.
  • Works with project teams to identify, elicit, and document requirements, including stakeholder, solution, functional, technical, and transitional, in order to support IT projects.
  • Clarifies the business rationale of a solution concept, surfaces, potential impacts of the solution on stakeholders, clearly articulates the role of technology in terms easily understood by business constituencies.
  • Will facilitate process documentation and improvement with a cross IT or enterprise wide focus.
  • Will propose changes as appropriate to requirements methodology, system documentation and processes to better streamline IT project work.
  • Prioritizes problems to surface the most critical needs and competing business demands.
  • Understands technology standards and architecture guidelines and obtains key input from enterprise.
  • Incorporates usability and user interface techniques when designing systems.
  • Formulates and defines requirements and objects through research and fact-finding combined with an understanding of business and industry requirements.
  • Play a key role in aligning the needs of business with the capabilities delivered by IT. Analyze and synthesis information provided by a large number of people that interact with the business and IT.
  • Is responsible for understanding business requirements, coordinating and delivering IT Services for the requirements, resolving challenges and priorities, and reporting status to support the delivery of IT Services to the Project Manager and the team.
  • Manages and cultivates the relationships with internal customers and project teams.
  • Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
Job Responsibilities
  • Applies advanced knowledge of IT services to create solutions for highly complex business situations.
  • Assumes full accountability for developing requirements for complex tasks. Works closely with teams and internal customers and project teams to ensure accurate translation of business/application specifications into workable requirements and has primary responsibility for documenting all requirements.
  • Manages all BA Knowledge Areas as needed end to end in projects including: Business Analysis Planning and Monitoring, Requirements Elicitation, Requirements Analysis, Requirements Management & Communication, Enterprise Analysis, and Solution Assessment and Validation.
  • Creates As-Is/To-Be documentation to analyze existing and future state processes as well as gap analysis.
  • Will create and manage Organizational Change Management items related to a project such as creation of training materials and overall communication.
  • Can identify and document emerging business requirements. Can intelligently question business partners to identify unique value drivers.
  • Can manage ambiguity and create accurate estimates related to BA deliverables.
  • Can identify commonalities and suggest a consistent approach across projects in the absence of standards.
  • Can engage with the business in their normal day to day environment and can effectively convey their needs to IT teams in order to deliver value and benefit.
  • Performs highly complex systems process analysis, design, and simulation across multiple platforms and/or cross-functions. Analyzes processes, functions and procedures to determine the most effective processes and services required to meet the needs of the organization.
  • Has advanced knowledge of company services and industry requirements, and uses this knowledge to proactively identify opportunities and develop innovative solutions for processes in the most demanding business situations.
  • Identifies key metrics and KPIs, and reporting methods for each, to ensure ongoing IT operations excellence. Works across IT to ensure implementation and ongoing reporting.
  • Coordinates test plan creation when needed
  • Coordinates implementation of the system hardware and software when needed to support project deliverables.
  • Resolves highly complex problems, often collaborating with other experts to do so. Updates or creates documentation in collaboration with others from within or across teams.
  • Writes detailed user documentation and user training materials. Coordinates project communication related to IT services.
  • May assist Project Manager on mid- to large-sized projects. Defines project scope, objectives, and client requirements. Creates plans for project schedule, cost / finances, risk mitigation, communications, quality, change control, and resource to meet project goals within the project scope, timeline, and budget.
  • Estimates services required for large projects involving multiple departments, platforms, technologies, executive sponsors, or particularly high risk business problems.
  • Serves as lead resource for dealing with highly complex technical and/or business issues.
  • Works with IT professionals and managers across multiple segments.
  • Demonstrates success leading teams or collaborating with business partners and peer-level professionals from other IT teams or other PSE departments, vendor or consulting organizations.
  • Mentors peers to acquire fine points of professional practice.
  • May manage up to two direct reports.
  • Operates under limited direction.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree and 8 years of experience in related field, or an equivalent combination of education and experience and eight years of directly relevant experience.
  • Solid experience in requirements management, diagramming, use case development (UML).
  • Expertise in process design, reengineering, requirements management and documentation methodologies.
  • Solid understanding of IT services and delivery processes.
  • Proven team leadership and facilitation techniques.
  • Experience in business case development.
  • Has a strong understanding of information systems, business processes, the key drivers and measures of success for the relevant business.
  • Expertise in process design and documentation methodologies, and design and production of quality deliverables, process and use case modeling, business case development
  • Must be a self-starter.
  • Demonstrated creative thinking and analytical skills.
  • Strong attention to detail.
  • Excellent written and oral communication skills.
  • Ability to work independently and in a team environment.
  • Proficiency in Microsoft applications, including Word, Excel, Outlook, MS Project and Visio.
  • Prior experience managing small to mid-sized projects.
  • Familiarity with project life cycles.
Desired Qualifications
  • IT or proven related experience.
  • Certified Business Analysis Professional (CBAP).
  • Information Technology Infrastructure Library (ITIL) certification.
  • Project Management Professional (PMP) certification.
