PSE's Safety & Corporate Shared Services team is looking for qualified candidates to fill an open Senior Procurement Contract Manager position!


Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.This is a hybrid role and you are required to reside and work in Washington state. 

Job Description

The person in this role will advise and support various business units at PSE in contract administration and compliance consistent with corporate risk management and corporate policies. Maintains contract oversight for highly complex/critical categories of goods and/or services. They are responsible for the negotiation, execution and administration of complex unique contracts, namely for goods and/or services such as IT or construction and maintenance activities required to support Gas and Electric Transmission, Distribution, Energy Production and Energy Storage infrastructure and other program work. Reviews documentation to ensure compliance with contracting processes and standards. Drives key terms awareness and operationalization of contracts, working with Procurement Operations function as appropriate. Assignments involve a substantial degree of complexity, with many interrelated elements, requiring considerations not previously encountered. This position manages ongoing contract matters while maintaining positive, professional relationships with PSE’s suppliers and other PSE departments. Represents PSE at various stakeholder meetings. Holds delegation of authority from PSE’s Officer team such that individuals in this category have authority to negotiate and execute agreements.

 

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

Contract Administration & Management:

  • Work with various cross-functional business teams
  • Draft, redline and execute contracts for the purchase of materials and/or services
  • Provide highly complex/critical interpretation, review and management of contractual agreements and associated internal or external correspondence/documentation
  • Negotiate favorable contract terms and conditions to obtain the best possible outcome for PSE
  • Serve as contact point with Legal and Risk functions
  • Store and manage executed contracts in central contract repository

Contract Operationalization:

  • Work with Operational Buyers to drive awareness and operationalization of Contracts
  • Develop contract monitoring and management plan, work with Operational Buyers on execution
  • Serve as contact point with Operational Buyers for ongoing contract execution and monitoring of contract compliance

Issue Resolution Management:

  • Assist Supplier Management in the highly complex/critical resolution of contract discrepancies with suppliers and affected internal customers
  • Facilitate timely resolution of contractual and performance issues to minimize impact of disruptions to internal customers
  • Support communication and resolutions of any issues related to contract compliance

Contract Lifecycle Management:

  • Facilitate and execute highly complex/critical changes to active contracts, including amendments, renewals, termination, extensions, etc., as needed
  • Manage notifications for contract renewals or expiration
  • Ensure communication of contract amendments to all internal stakeholders impacted

Process Excellence & Technology Utilization:

  • Follow a structured and robust contract management process
  • Drive consistency in contracting, identify opportunities to standardize or improve templates and processes
  • Identify opportunities to increase the effectiveness of the function on an ongoing basis
  • Utilize Contract Management technology to manage the end-to-end contract lifecycle
  • Develop and maintain S2P Contracts Module content, including standard and category-specific contract templates, clause library, etc.
  • Work with Legal function to identify and obtain approval for alternative and supplemental clauses to add within clause library

Minimum Qualifications

  • Bachelor’s degree in finance, supply management, business administration, engineering or other related field; or equivalent combination of education and experience may be substituted.
  • 8+ years of experience in Procurement, Contract Administration, or a related field
  • Proficient with Microsoft Office Suite
  • Excellent verbal and written communication skills are required
  • Strong presentation and negotiation skills are required
  • Ability to work effectively and collaboratively, both as a team member and independently
  • Strong understanding of business and contract law as applied to supplier relationships
  • Strong working knowledge of contracting concepts and commercial law
  • Strong negotiation skills and demonstrated conflict resolution skills
  • Strong ability to identify, assess and mitigate risk
  • Excellent customer service, problem solving and decision making skills
  • Ability to work under pressure and meet deadlines.
  • Demonstrated ability to handle multiple tasks and assignments simultaneously
  • Strong ability to present complex topics in an effective and concise manner to broad-based audiences including various levels of management
  • Demonstrated ability to influence without positional authority

Desired Qualifications

  • Familiarity with eProcurement Source-to-Pay tools desirable
  • Experience in Contract Lifecycle Management tools desirable
  • Understanding of procurement governance, processes and policies
  • Strong analytical and interpretive skills to recognize, comprehend and assess data, complex issues, and industry information.

The pay range for this position is $88,000.00 - $146,500.00, and this position is eligible for annual goals based incentive bonuses.
