Job Description

Puget Sound Energy’s Operations Training Department is looking for a Training Program Manager to join our team! This Program Manager will provide critical support and coordination for two of the most important training areas in the company.

The first, Emergency Response and Energy Restoration training, provides Incident Command System and PSE-specific restoration process training across the company. In this role, you will have a direct impact on restoring energy to our customers during major outages, while keeping our employees safe in the process.

This position also supports Puget Sound Energy’s apprenticeship program. In this capacity, you will work with both labor and management in the selection and training of new electrical trade apprentices. Furthermore, you will ensure the training program provides the knowledge, technical skills, and practical experience necessary to succeed as a future Journeyworker. 

The successful candidate will work collaboratively with cross-functional teams to address compliance, regulatory and industry best practices both internally and externally, while supporting facility management teams in emergency response strategies and employee training for response actions.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities
  • Responsible to lead an interdisciplinary team of specialists from within and outside the Operational Training Group to inventory, assess, train for and coordinate responsibilities, track progress and report on assigned field of discipline. 
  • Provides regular status updates to the Manager, Operational Training and/or Operational Training staff as appropriate.
  • Provides supplemental direction to document control functions associated with compliance, operations training, and procedural documentation efforts.
  • Collaboratively works with other PSE departments, resource and regulatory agencies, and other organizations with related functions to perform programmatic implementation.  
  • Works closely with tracking and analysis functions to assure updated comprehensive inventory and response protocols for responsibility assets.
  • May secure technical services utilizing consultants and contractors as well as resources and equipment to fulfill responsibilities related to field of discipline.
  • May be responsible for managing and implementing the interface between the Operational Training group and internal and external groups. This can include writing communications materials, both internal and external, and assisting corporate communications and community services departments in developing and delivering specific messages.
  • Assists in the development of safety, training, operations and/or emergency preparedness plans.
  • May consult with and advise PSE staff regarding training and education opportunities.
  • Performs other duties as assigned.
Minimum Qualifications
  • BS/BA or advanced degree in Science/Business/Engineering or related field or equivalent experience.
  • Understanding of environmental and/or operational issues, regulatory changes and, societal trends as they may impact one of the Energy Resources Group Assets compliance policy and conduct.
  • Demonstrated capability in leadership, team building, and establishing long-term relationships with regulatory agency contacts.
  • Proficient with suite of word processing, presentation and spreadsheet applications
Desired Qualifications
  • Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.
  • Ability to operate in a remote office with minimal supervision from corporate headquarters.
  • Possession of FEMA IS-100/200/700/800, ICS-300/400, and FEMA Basic Instructor Certifications; OR the ability to complete training within six months of hire.
  • Proven ability to prioritize multiple projects, turn around projects quickly and meet deadlines.
  • Ability to provide a strategic perspective on projects that require an understanding of utilities, emergency management, issues management, natural hazards, and community outreach.
  • Proven ability to complete full training cycle (assesses needs, plan, develop, coordinate, monitor and evaluate).
  • Experience in labor relations a plus.
  • Experience in Instructional Design and Adult Learning Theory a plus.
