PSE's Planning team is looking for qualified candidates to fill an open Supv Municipal Relations position!
Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description

Requires professional level competencies necessary to perform a wide range of complex government relation assignments. The position is the Supervisor of a professional team including Municipal Liaison Managers, Municipal Land Planners and contract employees that manage complex local, state and federal government relations that include development and implementation of a regional government relation’s program; advocacy of PSE interests before local governments; oversight of municipal operating agreement/franchise negotiations; acquisition of all regulatory and government approvals in support of major construction projects; and developing and implementing PSE guidelines and policy positions related to local, state and federal government regulatory updates.


Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Job Responsibilities

  • Employee Safety, Development & Team Building - Providing employees with coaching, feedback, and developmental opportunities and building effective teams:
    • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating atrisk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
    • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
    • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
    • Challenges and inspires employees to achieve business results.
    • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.
    • Conducts and ensures the completion of performance reviews.
    • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer and safety results.
  • Develops and manages staff that maintain relationships with municipal agency staff critical to achievement of company and department goals.
  • Develops and communicates key messages and provide leadership advocacy for PSE projects and initiatives.
  • Leads negotiations regarding franchise agreements, facility relocations and numerous other non- routine contracts/agreements.
  • Assists municipal staff in development of local ordinance, comprehensive plans, land use regulation, and other public policy that impact PSE’s ability to provide gas and electric service.
  • Facilitates solutions to unique problems by leveraging employee’s technical skills, and providing guidance with regards to PSE’s business initiatives.
    • Ensures team is strategically focused in daily duties and projects
    • Motivates team to achieve corporate and department expectations.
    • Develops and administers team goals and manages/measures performance of technical teams
  • Ensures compliance with federal, state and local codes and PSE standards for PSE operation and maintenance requirements.
  • Participates in emergency response efforts as needed.
  • Performs other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Land Use/Environmental Planning, Natural Resources, or related field.
  • 10 years experience in utility-related matters associated with the government affairs arena.
  • Strategic agility, problem solving, process management, managerial courage, and excellent communication/writing skills (to including public speaking).
  • Advanced knowledge of governmental processes and public policy development.
  • Broad knowledge of gas and electric utility rates, business objectives, to include operations, customer service, finance, and corporate relations.

Desired Qualifications

  • Experience working in the utility industry for a minimum of 7 years
  • Master’s Degree in Land Use/Environmental Planning, Natural Resources or related field.
  • Possession of a certification in the American Institute of Certified Planners (AICP).
  • Possession of advanced AICP certification in either Environmental Planning (AICP-CEP) or Transportation Planning (AICP-CTP).
  • Leadership Training
  • Previous supervisory experience.
