Job Description

Puget Sound Energy’s Business Energy Management group is looking for a leader of our Building Performance Team!  This role will supervise a team of energy management engineers, project managers, business support analysts, and third party contractors to deliver PSE’s performance-based energy efficiency programs.  These programs include PSE’s nationally recognized Commercial Strategic Energy Management (CSEM) program.  Key responsibilities include oversight of energy engineering analyses; program planning and budgeting; contract negotiation and management; coordination of regulatory compliance activities including evaluation, measurement and verification (EM&V) and reporting of program results; employee development and customer service.

Job Responsibilities

  • Provides employees working on the building performance team with coaching, feedback, and developmental opportunities.
  • Facilitates solutions to unique problems by leveraging employees’ technical skills, and providing guidance with regards to PSE’s business initiatives.
  • Collaborates across departments to ensure appropriate coverage and balance of customer service and energy efficiency needs.
  • Provides technical support to energy management engineers and program staff, including review of engineering calculations for energy savings, measurement and verification (M&V) plans, and cost-effectiveness analyses.
  • Responsible for the development and upkeep of deemed unit energy savings (UES) documentation as required for regulatory compliance.
  • Ensures compliance with codes; standards; design, operation, and maintenance requirements; legislated utility energy efficiency program requirements and mandated energy savings analysis protocols.
  • Responsible for ensuring program methodologies adhere to industry standard practices.
  • Plans and develops program and project budgets with appropriate documentation and reporting.
  • Negotiates contracts and reviews the work of internal and external (consulting or contract) engineering, program delivery, and evaluation staff.
  • Communicates energy efficiency program information, participation requirements and solutions, including presentations to internal and external audiences.
  • Supports emergency response work, as requested, including immediate and extended restoration efforts driven by weather and other system failures.
  • Represents department at team meetings.

Minimum Qualifications

  • Bachelor’s degree in mechanical engineering, electrical engineering, architecture, facilities management or equivalent field of study (WA State Professional Engineering license may be considered in lieu of a degree).
  • Extensive experience in engineering analysis, planning, design, evaluation, energy savings measurement and verification (M&V), maintenance, project cost estimating and scheduling (typically achieved after 10 years’ practice as a degreed engineer).
  • Experience leading engineering projects.
  • Strong interpersonal and communication skills with comfort speaking in front of others demonstrated by experience with presentations, papers or other public forums.
  • Experience in working effectively and collaborating with a wide range of internal and external customers demonstrated by successful relations with contractors, consultants, vendors and clients.
  • Technical experience in developing and/or reviewing energy savings calculations related to lighting, HVAC, refrigeration systems, building envelope, compressed air, process and other energy systems installed in commercial and industrial facilities.

Desired Qualifications

  • Professional Engineering license and certification relevant to energy efficiency such as AEE Certified Energy Manager (CEM) and/or Leadership in Energy & Environmental Design (LEED) accreditation.
  • Experience in the delivery of operational, maintenance, and behavioral based energy efficiency programs within the C/I sector under a regulated utility environment.
  • Energy auditing and project development experience.
  • Experience with energy accounting software, interval data and sub-metering strategies.
  • Experience with a broad range of HVAC systems in commercial buildings and the ability to understand proper operation of complex building systems.
  • Experience with whole-building energy analysis and/or energy modeling.
  • Leadership training and demonstrated experience in coaching and development of employees.
  • Previous supervisory experience.
  • Understanding of behavioral science.
  • Customer service experience.
